Kinhtedothi - On March 24, the Hanoi People's Committee issued Decision No. 1713/QD-UBND approving the route plan and location of Tu Lien bridge and the roads at both ends of the bridge (from the intersection with Nghi Tam street to the intersection with Truong Sa street), scale 1/500.
Locations in Tay Ho, Long Bien and Dong Anh districts, Hanoi city.
Accordingly, the City People's Committee approved the route plan and location of Tu Lien bridge and the roads at both ends of the bridge (from the intersection with Nghi Tam street to the intersection with Truong Sa street), scale 1/500 in Tay Ho, Long Bien and Dong Anh districts, prepared by the Hanoi Institute of Construction Planning, appraised by the Hanoi Department of Planning and Architecture with the following main contents:
Location: starting point at the intersection with Nghi Tam Street, Tay Ho District; ending point at the intersection with TC13 axis, Dong Anh District. Total route length is about 3km (the section from the intersection with TC13 axis to Truong Sa Street is implemented according to the project documents, the location of the route connecting Tu Lien Bridge to the new National Highway 3, scale 1/500 has been approved by the City People's Committee in Decision No. 6381/QD-UBND dated December 11, 2024).
Route: in accordance with the approved Capital Planning, Adjusted Capital Master Planning, Capital Transport Planning and Red River Urban Zoning Plan.
Regarding the level: Tu Lien bridge is a special-class project; the road at the bridgehead is a main urban road.
The cross-section scale of the road is divided into 2 sections. Specifically: Tu Lien bridge has a typical cross-section scale of B = 43-44m (including: 6 lanes for motor vehicles and mixed lanes, merging, sidewalks...). The road south of the bridge has a typical cross-section scale of B = 48m (including: an approach bridge in the middle, parallel urban service roads and sidewalks on both sides of the road). The road north of the bridge has a typical cross-section scale of B = 60m (determined in the project profile, the location of the road connecting Tu Lien bridge to the new National Highway 3, scale 1/500 approved by the City People's Committee in Decision No. 6381/QD-UBND dated December 11, 2024).
Intersections: The main intersection at both ends of the bridge with the Red River longitudinal axes TC5 and TC13 is a three-way grade-separated intersection. The intersection of the approach road to the bridge with Nghi Tam road is a grade-separated junction (the approach road to the Tu Lien bridge is elevated combined with a roundabout at the intersection and the connecting bridge is arranged between Nghi Tam dike), the access road is level with the existing dike. Expand the Huu Hong dike border gate at the intersection to match the cross-section scale of the bridgehead road, ensuring traffic connection (specifically determined during the investment project preparation process).
Intersections with other cross-roads are preliminarily determined intersections according to approved zoning plans, which will be further studied and accurately determined during the process of establishing investment projects for the construction of roads and other cross-roads approved by competent authorities.
The City People's Committee assigned the Department of Planning and Architecture to check and confirm the drawings of the route plan and location of the project according to the approval decision of the City People's Committee.
Assign the City Traffic Construction Investment Project Management Board to preside over and coordinate with the People's Committees of Tay Ho, Long Bien, Dong Anh districts and relevant agencies to organize the public announcement of the approved route plan and project location documents so that relevant organizations and individuals can know and implement them; Hand over the approved route plan and project location documents to the People's Committees of Tay Ho, Long Bien, Dong Anh districts to serve the planning management work; Organize the placement of boundary markers at the same time as land acquisition and site clearance during the implementation of the investment project.
In addition, the City People's Committee assigned the People's Committees of Tay Ho, Long Bien, and Dong Anh districts to strictly manage land and construction order on both sides of the bridge according to the planning and approved route plan and project location documents.
