Self-built water wharf to serve mixing station

Giao thong Newspaper reporters received a report that Bac Ninh Production, Trade and Investment Company Limited illegally established an inland waterway port to transport and gather sand and gravel to serve An Phuc Concrete Mixing Station in Canh Hung Commune, Tien Du District, Bac Ninh.

It is worth mentioning that this concrete mixing station was temporarily built to serve the construction of Kinh Duong Vuong Bridge. However, the bridge has been inaugurated and put into use for more than a year now, but the mixing station is still brazenly operating illegally.

To verify the above information, Giao thong Newspaper reporters went to the locality to find out. According to the records, Bac Ninh Production, Trade and Investment Company Limited has established an inland waterway wharf to serve the transportation and gathering of construction materials right on the bank of the Duong River to serve the above mixing station.

According to observations, the ship PT-2581 carrying sand is illegally anchored on the Duong River, serving the transportation and gathering of construction materials to the mixing station. In the storage yard of this mixing station, there is also a mountain of sand and gravel being gathered to serve the production of commercial concrete.

Speaking with Giao Thong Newspaper reporters, the leader of Bac Ninh Production, Trade and Investment Company Limited confirmed: "The company is maintaining the operation of the inland waterway port and commercial concrete mixing station in Canh Hung commune, Tien Du district, Bac Ninh.

After completing the Kinh Duong Vuong bridge construction project, we are completing the documents to serve the construction project of Ring Road 4 and the parallel road section through Bac Ninh province. The company is also actively completing the licensing procedures for the inland waterway port and the concrete mixing station above.

Slow to dismantle...

Regarding the operation of the inland waterway terminal and concrete mixing station above, the leader of the People's Committee of Canh Hung Commune, Tien Du said: "Bac Ninh Production, Trade and Investment Company Limited is not licensed to operate the inland waterway terminal in the commune. The loading and unloading of goods above is completely illegal, the People's Committee of Canh Hung Commune will direct specialized staff to inspect and strictly handle.

The An Phuc brand concrete mixing station of the above enterprise was built in 2017 on public land managed by the People's Committee of Canh Hung commune and some agricultural land plots of households.

This mixing station was temporarily built to serve the Kinh Duong Vuong bridge construction project in the commune. However, in 2022, as soon as the bridge was completed, the government and the investor, the Traffic Construction Project Management Board (Bac Ninh Province Department of Transport), repeatedly requested relocation and clearance, but Bac Ninh Production, Trade and Investment Company Limited has not yet implemented it.

The leader of Canh Hung Commune People's Committee also informed: "Faced with the above situation, the local government has repeatedly mobilized the enterprise to relocate and dismantle. Tien Du District People's Committee even requested the erection of concrete pillars to prevent vehicles from traveling on the road from the Duong River dike to this concrete mixing station. However, Bac Ninh Production, Trade and Investment Company Limited has repeatedly blatantly demolished the concrete pillars blocking the road to maintain the operation of the illegal concrete mixing station.

"We will continue to build concrete pillars to block the road to prevent trucks from entering and leaving to transport raw materials and commercial concrete out of the illegal concrete mixing station. At the same time, we request the Tien Du District People's Committee to develop a plan to enforce and resolutely dismantle this illegal concrete mixing station," affirmed the leader of the Canh Hung Commune People's Committee.

According to the leader of the Bac Ninh Traffic Construction Project Management Board, after completing the Kinh Duong Vuong bridge construction project, the unit issued a document requesting the enterprise and local authorities to clear the above concrete mixing station and return the site to the people and local authorities.

The Inspector of the Department of Transport of Bac Ninh province also said: "Currently, the management of inland waterway ports has been handed over by the Department of Transport to the People's Committees of districts and cities in the area. The Inspector of the Department will discuss and request local authorities to inspect and strictly handle according to their authority."
