(Dan Tri) - The allowance of more than 14 million VND/month applies to no more than 3 positions including Party cell secretary, village chief or head of residential group, head of the Front's working committee.
Recently, information about the allowance of more than 14 million VND/month for village chiefs and residential group leaders has been spread, receiving much attention and debate.
Discussing this content, Deputy Director of YouMe Law Firm, Vu Thuy Trang, commented that the above information is not accurate.
Ms. Trang cited Decree 33/2023/ND-CP of the Government stipulating that part-time workers in villages/residential groups will receive monthly allowances.
However, this allowance only applies to no more than 3 positions including Party cell secretary, village head/residential group head and head of the Front's working committee.
Accordingly, villages with 350 households or more; residential groups with 500 households or more; villages and residential groups belonging to key commune-level administrative units with complicated security and order issues according to decisions of competent authorities; villages and residential groups belonging to commune-level administrative units in border and island areas are allocated an allowance fund equal to 6 times the basic salary.
Regarding the basic salary, at the end of 2024, the National Assembly voted to pass a Resolution on the 2025 state budget estimate, stating that "public sector salaries, pensions, social insurance benefits, monthly allowances, and preferential allowances for people with meritorious services will not be increased" this year.
This means that the basic salary will remain at the current level of VND 2.34 million/month, according to Decree 73/2024/ND-CP.
The monthly allowance for village chiefs and residential group leaders from 2025 will still be calculated according to the fixed rate in Decree 33/2023/ND-CP.
If calculated correctly, the maximum allowance for 3 commune-level cadre positions from this year is 6 x 2.34 million VND/month = 14.04 million VND/month. This allowance applies to villages and residential groups with a scale of 350 households or more.
For villages and residential groups not subject to regulations, the allowance fund is allocated at 4.5 times the basic salary, equivalent to 10.53 million VND/month.
In case a part-time worker at the commune, village or residential group level concurrently performs the duties of another part-time worker at the commune, village or residential group level, he/she shall receive a part-time allowance equal to 100% of the allowance prescribed for the part-time position.
However, salary experts emphasize that the above salary level is calculated for no more than 3 positions, not just for each village chief or neighborhood group leader.
The specific benefits for each position will be allocated based on the following criteria: The allowance fund assigned to each village and residential group; the budget source for salary reform; and the specific situation of each village.
Through that, the People's Committee submitted to the Provincial People's Council to stipulate the allowance level for each non-professional position at the village level, including village chief and residential group leader.
