On April 2, Comrade Nguyen Hoa Binh, Politburo member, Permanent Deputy Prime Minister inspected the implementation of a number of projects in the province. Accompanying him were Comrade Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and representatives of leaders of a number of relevant ministries and branches.

Reporting to the Deputy Prime Minister, the leader of Quang Ninh province said: Van Don is oriented to become an economic and cultural center of the region with a focus on developing the service industry and industries using advanced science and technology; developing new industries, new technology, high level, focusing on logistics services, high-class tourism, modern entertainment industry of international stature...

Currently, there are more than 30 key projects being implemented in the district, some of which have been completed and put into effective operation. Of which, Van Don International Airport has completed investment and been put into operation since 2018. In order to develop infrastructure, attract investment, and implement the Government's policies, Quang Ninh cooperates with investors to review and develop an expansion plan, becoming a center for aircraft repair and production of machinery, spare parts, and structural equipment in aircraft.

Meanwhile, the Van Don high-end resort complex has completed the site clearance work and is implementing investment preparation work. Up to now, the dossier requesting approval of the project's investment policy has been reported by Quang Ninh to the Ministry of Planning and Investment for appraisal. In order to soon build Van Don Economic Zone into an entertainment industry center with a casino in accordance with the direction of the Politburo and adjust the General Planning for the construction of Van Don Economic Zone until 2040 approved by the Prime Minister in Decision No. 266/QD-TTg dated February 17, 2020, the Deputy Prime Minister is requested to direct relevant ministries and branches to promptly synthesize and report to the Prime Minister for consideration and approval of the investment policy.

Directing the survey, the Deputy Prime Minister highly appreciated the potential and advantages of Van Don district. At the same time, he requested Quang Ninh province and project investors to review and propose expansion plans and investment attraction scales to promote efficiency and land space on the basis of closely following approved plans.

During the implementation process, there should be specific plans and orientations for the establishment of a large-scale aircraft repair center at Van Don International Airport; relevant ministries and branches need to closely follow the Central Committee's Conclusion and the National Assembly's Resolution on building specific policies for the development of Van Don Economic Zone to focus on removing obstacles, speeding up the implementation of projects, and reporting to the Government for approval according to their authority.

The working delegation of the Deputy Prime Minister also conducted a survey at the Ha Long Green Urban Complex project in Ha Long City. According to the investor's report, during the implementation process, the project investment procedures in the area have encountered difficulties and problems related to the general planning of Ha Long City. At the same time, it is recommended that there should be direction and creation of specific mechanisms to serve as a legal basis for the implementation of specific planning approved by competent authorities, promoting the development of Ha Long city, creating a landscape, space, and synchronous and modern architecture, contributing to the socio-economic development of the province.

Comrade Nguyen Hoa Binh, Permanent Deputy Prime Minister of the Government requested Quang Ninh province and the investor to provide more information to the working group; requested ministries and branches to acknowledge the recommendations, coordinate with Quang Ninh province to clarify the problems, report and propose the Government to direct the removal on the basis of closely following current regulations. In the process of urban development, the province continues to pay attention to sustainable development criteria; linking urban development with environmental protection.
