Le Doan Hoang Anh was born on March 28, 2006. He is an outstanding mass citizen in studying, training and growing up from the local Youth Union movement. After being informed about the Law on Military Service by the locality, with the awareness and responsibility of the city's youth, Le Doan Hoang Anh volunteered to write an application to join the army. After the examination, Le Doan Hoang Anh was selected for military service in 2025.

The city has developed plans, thoroughly grasped and assigned specific tasks to affiliated party committees and branches, and at the same time expanded the target group for party admission, targeting the mass source of teachers, students of high schools, workers in enterprises, young people preparing to join the army..., in order to supplement the force and improve the quality of party members. Therefore, the number of new party members admitted every year always exceeds the plan assigned by the province. Up to now, the city has had more than 30,800 party members, 140 grassroots party organizations - the party committee with the largest number of party members in the province.

In recent years, Thanh Hoa City has always been the leading locality in the province in terms of the rate of young party members joining the army. The admission of party members who are young people preparing to join the army is very important, contributing to the rejuvenation of the party members, at the same time spreading the trust and love of the young generation for the Party, soon creating a long-term source of cadres for the homeland and the country.
