Developing key agriculture applying high technology, large scale

In order to promote the development of high-tech agriculture (UDCNC), the Thanh Hoa Provincial Party Committee issued Resolution No. 13-NQ/TU, dated January 11, 2019 on land accumulation and concentration for large-scale, high-tech agricultural development by 2025, with a vision to 2030 (referred to as Resolution No. 13-NQ/TU). Accordingly, the agricultural sector has been actively attracting investment and applying science and technology to agricultural production, associated with the development of the province's key agricultural products, creating a large volume of high-quality products to meet market demand.

Many models for billion-dollar revenue

Immediately after the issuance of Resolution No. 13-NQ/TU, Party committees and organizations from the provincial to grassroots levels focused on disseminating the purpose, significance and importance of implementing land accumulation and concentration to shift from scattered, small-scale, fragmented, low-efficiency production to large-scale UDCNC agricultural production in a more commodity and sustainable direction. Thereby, the work of land accumulation and concentration to develop large-scale UDCNC agriculture has been widely deployed in 27 district-level units, attracting 121 enterprises, 162 cooperatives, cooperative groups and 13,551 households and individuals to participate. Localities and units have promoted land accumulation and concentration in many different forms, ensuring compliance with regulations and actual production conditions.

From 2019 to the end of 2024, the whole province will accumulate and concentrate an estimated 29,461 hectares to develop large-scale UDCNC agriculture through the form of land lease, land use rights transfer, capital contribution with land use rights and organizing concentrated, large-scale production linked with product consumption including many households producing the same type of agricultural product. At the same time, in the province, many models of land accumulation and concentration for large-scale UDCNC agricultural production have appeared, bringing high efficiency and gradually being replicated.

In the districts of Nga Son, Hau Loc, Tho Xuan, Quang Xuong, Yen Dinh, Trieu Son, Nong Cong, Hoang Hoa... enterprises and cooperatives have rented or transferred land, built greenhouses, net houses to grow vegetables, flowers, fruits, applied advanced technologies for revenue of more than 1 billion VND/ha/year. Deputy Head of the Department of Agriculture and Rural Development of Tho Xuan district, Le Thi Dung, said: Thanks to land accumulation and concentration, in Tho Xuan district, 55.5 hectares of greenhouses and net houses have been developed in the communes of Tho Lap, Thuan Minh, Tho Hai, Tho Lam, Bac Luong, Xuan Bai... Most of the greenhouse areas mainly produce vegetables, cantaloupes, melons, safe flowers according to VietGAP, GlobalGAP, organic standards, installed automatic irrigation control systems, temperature and humidity sensors, semi-automatic roof opening and closing, flying equipment... with revenue of more than 1 billion VND/ha/year.

In the districts of Hoang Hoa, Hau Loc, Nga Son, Quang Xuong, Nong Cong and Nghi Son town, people and businesses have accumulated and concentrated land to invest in intensive UDCNC shrimp farming in greenhouses and net houses using biofloc technology, with revenue of 3 - 4.5 billion VND/ha/crop, many times more effective than traditional farming. According to the assessment of the Department of Agriculture and Rural Development, the production area according to high-tech standards in the field of cultivation is 4.43 times higher, in the field of aquaculture is 18.6 times higher than mass production; the production area according to high-tech standards in the field of cultivation is 2.5 times higher, in the field of aquaculture is 9.5 times higher, and in other fields is at least 1.5 times higher than mass production.

Mobilizing diverse resources for development investment

In order to promote the development of UDCNC agriculture, from 2021 to present, the Central Government, non-governmental organizations, large financial institutions such as: WB, ADB, KEXIMBANK, JICA and the province have paid attention to and supported the agricultural and rural sector with about 3,364 billion VND to invest in building infrastructure to serve agricultural and rural development. Along with that, many support policies have created motivation and encouraged businesses, organizations and individuals to actively accumulate and concentrate land to develop large-scale UDCNC agriculture. Thereby, the whole province has supported the transfer of land use rights of 5.5 hectares with a cost of 632.2 million VND; supported land lease of 4,375.4 hectares with a cost of 25.3 billion VND. In addition to the province's policies, a number of localities have also issued resolutions on support mechanisms for implementing land accumulation and concentration models to develop high-tech, large-scale agricultural commodity production. Thanks to that, up to now, the province has attracted 90 UDCNC agricultural cooperatives in production. Many agricultural cooperatives have UDCNC, participating in effective production chains, such as: Dong Tien Agricultural Service Cooperative (Dong Son), Phu Loc Agricultural Cooperative (Hau Loc), Xuan Minh Agricultural Service and Rural Development Cooperative (Tho Xuan)...

According to the Department of Agriculture and Rural Development, to promote UDCNC agriculture associated with the development of key agricultural products of the province, the agricultural sector together with localities in the province are actively implementing integrated programs and projects to complete works on irrigation, electricity, intra-field traffic... to serve concentrated production areas. Combining the mobilization of State investment capital with resources from enterprises, cooperatives, cooperative groups, and the people to invest in building infrastructure systems to serve production. Especially investing in completing infrastructure of high-tech agricultural zones; concentrated, large-scale commodity production zones; infrastructure of aquaculture areas... Creating favorable conditions for businesses to access land through forms of land lease, transfer and capital contribution with the value of land use rights of households to invest in large-scale, high-tech commodity agricultural production.
