Developing human resources in the semiconductor industry requires strategic thinking

At the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the Project is of great importance, requiring strategic vision and thorough understanding of the close relationship between the electronics industry and the semiconductor industry, human resource requirements, design, manufacturing, and use of microchip and semiconductor products, etc.

Deputy Minister of Planning and Investment Tran Duy Dong said that the world's semiconductor chip market has a strong growth rate, expected to reach a revenue of 1,000 billion USD by 2030. From now until 2030, the world needs about 1 million workers for all stages of chip design, production, assembly, packaging, and testing.

The Ministry of Planning and Investment estimates that by 2030 Vietnam will need about 15,000 design engineers and 35,000 engineers working in semiconductor chip factories; at the same time, it will create 154,000 indirect jobs, contributing 360,000 billion VND to GDP.

Some notable groups of solutions set out in the Project are intensive training for 1,300 lecturers; expanding the training network, supporting training in the semiconductor industry and related industries to about 200 facilities; investing in 4 shared semiconductor centers, 20 standard semiconductor training centers.

According to Deputy Minister Tran Duy Dong, with an abundant supply of human resources, Vietnam has many advantages in training human resources and can seize the opportunity to provide scarce human resources for the semiconductor industry and continue to contribute to the development of the industry both domestically and internationally.

Therefore, focusing on investing in training engineers for the semiconductor industry is a strategic direction, a decisive factor in taking advantage of opportunities to access and transfer technology, promoting rapid and sustainable economic development, based on innovation.

Deputy Minister of Education and Training Hoang Minh Son said that Vietnam currently has the advantage of designing, packaging, and testing chips, and schools are in dire need of accurate forecasts of semiconductor human resource needs to develop effective training plans and programs. Policy mechanisms must be developed very quickly, and resources must be ready so that when the Project is approved, it can be implemented immediately.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested the Ministry of Planning and Investment to absorb the opinions of ministries, branches, and experts, continue to research, "work while perfecting" the draft Project, in order to concretize, link with the goals, tasks, and solutions in the strategies for developing the semiconductor industry, training high-quality human resources, key programs and products on national science and technology, etc. In addition, the Project needs to clarify the resources deployed for each goal and task.

The Deputy Prime Minister said that there should be a combination of a transformational training program, providing basic knowledge of the microchip and semiconductor industry, and a specialized training program for talents; in which it is necessary to carefully prepare the teaching staff, build programs, textbooks, and teaching methods.

The Deputy Prime Minister emphasized that the Project needs to propose specific "packages" of breakthrough mechanisms and policies to remove obstacles in education and training, science and technology, public investment, research and development. The State plays a leading role, together with the participation of enterprises, in forming and ensuring conditions (mechanisms, policies, facilities, equipment) for human resource training activities in the semiconductor industry, with clear criteria based on inheriting existing research centers and facilities.

Deputy Prime Minister Tran Hong Ha noted that the Project needs to have a consistent and unified mindset according to the development strategy of the microchip and semiconductor industry, providing specific products and projects in terms of progress and responsible units, without overlapping or spreading.
