The recent multilateral foreign trip of General Secretary and President To Lam is convincing evidence of the correct, stable and sustainable diplomatic policy that Vietnam is choosing.
On October 8, the plane carrying General Secretary and President To Lam and the high-ranking Vietnamese delegation landed at Noi Bai Airport, Hanoi, successfully concluding a state visit to Mongolia, Ireland, attending the 19th Francophone Summit and an official visit to the French Republic.
Previously, from September 21 to 27, the General Secretary and President attended the Future Summit, the 79th United Nations General Assembly; met, visited and worked with many individuals, foreign politicians, international organizations and businesses in the US; and paid a state visit to the Republic of Cuba. During the two working trips, General Secretary and President To Lam and the Vietnamese delegation participated in a total of nearly 130 bilateral and multilateral activities, achieving all the set goals and tasks at a high level.
Thereby, conveying to international friends a strong, clear and highest-level message about the foreign policy of the 13th National Party Congress, demonstrating Vietnam's aspirations in the era of national development, demonstrating respect and strong support for multilateralism, international law and the United Nations Charter; at the same time, sharing opinions and, together with other countries, proposing important policy directions to address global challenges.
The results achieved during the two recent multilateral foreign affairs missions are an important premise for Vietnam to continue affirming its role and identity, through specific commitments, practical initiatives and contributions commensurate with the country's role and position.
In particular, the increasingly in-depth relationship between Vietnam and international forums and institutions has been playing a positive role as our country has maximized the support and assistance of the international community and important partners in terms of resources, technology transfer, capacity building, green transformation, and digital transformation to contribute to national development, as well as ensuring a peaceful and stable environment.
At the same time, this also opens up opportunities for Vietnam to participate more proactively and positively in strengthening multilateralism and taking action to create a peaceful, stable, prosperous and sustainable future for all people. The bright signals in the two recent trips of the General Secretary and President have opened up strong opportunities for Vietnam to receive more support and trust from international friends.
In addition, the signing of agreements to strengthen and expand cooperation with traditional and new partners during the two working trips of General Secretary and President To Lam also created new, breakthrough, substantive, and mutually beneficial steps. The countries' trust in Vietnam has been affirmed through the signing of a large number of joint statements, documents, and cooperation memorandums.

This unique foreign policy is built on the basis of summarizing and developing from Marxism-Leninism and Ho Chi Minh's diplomatic thought.
It can be confidently affirmed that the foreign policy bearing the identity of "Vietnamese bamboo" has contributed significantly to bringing the country from a state of siege and embargo to now establishing diplomatic relations with 194 countries, having strategic partnerships and comprehensive partnerships with 31 countries, including all major countries and all 5 permanent members of the United Nations Security Council, being an active member of ASEAN and more than 70 regional and international organizations, having relations with about 230 markets on the continents.
This was especially emphasized by General Secretary and President To Lam in his policy speech at Columbia University: “Vietnam’s development path cannot be separated from the general trend of the world and human civilization. The tradition of the Vietnamese people is “getting rich because of friends”. We cannot achieve the above noble goals without pure international solidarity, valuable support and effective cooperation from the international community”.
However, with an extreme, one-sided, and ill-intentioned perspective, some organizations and individuals continue to propagate false, unobjective, and inaccurate arguments about Vietnam's foreign policy, calling on the United Nations and other countries to use foreign policy tools to pressure Vietnam in choosing a stance on a number of issues where there are still many conflicting views; politicizing differences in views on human rights between Vietnam and the United States and some EU countries to divide international solidarity.
By denying the recent foreign affairs efforts of our country, these subjects have revealed their ambition to weaken Vietnam, alienate it, and isolate it in the international arena. Therefore, hostile forces have paid “special attention” to the two multilateral foreign affairs trips of General Secretary and President To Lam and the Vietnamese high-ranking leadership delegation, thereby trying to distort the nature and results of these two diplomatic programs.
Specifically, as soon as they learned of the planned schedule, the subjects went online, inciting a number of extremists and exiles abroad to carry out online and in-person protests in order to prevent heads of state, politicians, leaders and representatives of international organizations from contacting and working with the General Secretary and President of Vietnam.
In addition, in the name of human rights protection activities, some organizations and individuals have made unreasonable demands that Vietnam release law violators who are serving prison sentences in the country but are disguised as "prisoners of conscience" and "human rights activists".
With cunning and insidious plots through deliberately exaggerating and highlighting some activities of the General Secretary and President of Vietnam in the United States, while finding many ways to erase other important diplomatic activities of significance, hostile forces have fabricated a series of scenarios that blatantly distort the truth.
There are arguments such as the General Secretary and President's visit to the United States is only aimed at "strengthening soft power", Vietnam continues to "walk a tightrope" in relations with major countries, using diplomatic activities with the United States to avoid the "issue" of human rights. These subjects deny the fact that since normalization, Vietnam-US relations have always been based on respect for political institutions, independence, sovereignty and territorial integrity, and non-interference in each other's internal affairs.
Although there are still some differences, both sides have proactively and frankly engaged in dialogue, finding common directions, not to affect the positive momentum of cooperation in the bilateral relationship. Accordingly, both countries aim to contribute to maintaining peace, stability, security, cooperation and development in the Asia-Pacific region and the world.
To achieve this goal, Vietnam has always adhered to the "four no's" policy: not participating in military alliances; not aligning with one country to fight another; not allowing foreign countries to set up military bases or use Vietnamese territory to fight against other countries; not using force or threatening to use force in international relations.
Despite deliberately distorting the content and significance of the two multilateral diplomatic trips of the General Secretary and President, the saboteurs could not deny the obvious fact that these two trips clearly demonstrated Vietnam's stance of strongly supporting multilateralism, emphasizing the role of multilateral institutions.
This policy is demonstrated by Vietnam's commitments at two multilateral forums of the United Nations and the Francophone Summit. In addition, two official visits by Vietnam's top leaders to Cuba and Mongolia have clearly demonstrated the close, loyal and long-lasting friendship between our country and international friends.
The event of Vietnam establishing the Vietnam-Mongolia Comprehensive Partnership and upgrading the Vietnam-France relationship to a Comprehensive Strategic Partnership is an important milestone but not at all "unusual" as maliciously spread by some individuals and organizations. This is part of the strategy to raise the level, upgrade and maximize opportunities from the frameworks of strategic partnerships and comprehensive partnerships.
From there, strongly promote the role of foreign methods and channels such as high-level diplomacy, specialized diplomacy, local diplomacy, scholarly and business channels.
The successes of Vietnam's foreign policy have been studied, commented on and highly appreciated by many foreign scholars, who consider it an international model for other countries to refer to.

Similarly, in a recent interview, Secretary General of the Brazil-Vietnam Friendship Association Pedro De Oliveira stated that Vietnam's position and prestige in the region and the world are constantly improving, contributing positively to maintaining peace and cooperation for development and progress in the world.
The success of the two recent multilateral foreign affairs trips of General Secretary and President To Lam has affirmed the steadfastness and correctness in choosing righteousness, fairness, justice and reason based on the principles of international law, the United Nations Charter; equality, mutual benefit, and win-win.
At the same time, it is the most convincing evidence to clarify and refute the false and hostile arguments created by some organizations and individuals with the aim of distorting the nature of the foreign policy that our Party has proposed and persistently implemented over the past many years.
