Binh Thuan province currently has 34 ethnic minorities, accounting for nearly 8% of the province's population. The common form of residence is intermingling, in which the Raglai, Co Ho, Cho Ro... ethnic groups live concentratedly in 11 purely ethnic communes and 20 mixed villages. Currently, Binh Thuan province is implementing many policies to achieve the goal of sustainable poverty reduction among ethnic minorities. Therefore, in the 2 years of 2023-2024, Binh Thuan province has disbursed 100% of the capital from the National Target Program 1719. In 2024, the province strives to disburse 95%.

To ensure sustainable development for ethnic minorities, Binh Thuan province also pays special attention to policies related to land. Accordingly, implementing the direction of the Provincial Party Committee Standing Committee on strengthening propaganda and mobilizing ethnic minority households to effectively use the allocated production land, Binh Thuan province requires relevant departments, branches, the Vietnam Fatherland Front Committee and mass organizations to coordinate to remove difficulties and obstacles in procedures. In particular, it is necessary to create conditions to accelerate the issuance of land use right certificates to ethnic minorities for the area of ​​production land that has been allocated but has not yet been granted a land use right certificate as well as step up propaganda and mobilizing ethnic minorities to comply with the provisions of the law on land.

In addition to doing well the above contents, Binh Thuan province also promotes poverty reduction in ethnic minority areas, effectively investing capital from the National Target Program 1719 to support people to escape poverty sustainably. Typically, Tanh Linh district is one of the localities that has effectively disbursed capital from the National Target Program 1719. In the 3 years of 2022 - 2024, with a total investment capital of more than 89 billion VND, Tanh Linh district has disbursed more than 61 billion VND. Thanks to that, the material and spiritual life of ethnic minorities has changed a lot. The district also focuses on supporting production, creating jobs, increasing income for ethnic minority households in difficult circumstances. People are supported with capital, seedlings, fertilizers, participating in training courses, guidance on livestock farming, production... to develop the economy. To create sustainable livelihoods for ethnic minorities, the district also pays special attention to linking agricultural production in chains, such as the program of growing grass and corn and fermenting them into finished animal feed products that meet export standards. Or the model of growing dry vegetables with over 900 hectares of green beans, black beans, and sesame.

According to the Head of the Ethnic Minorities Committee of Binh Thuan province, Nguyen Minh Tan, in the 3 years from 2022 to 2024, from the National Target Program 1719, Binh Thuan province has been allocated more than 427 billion VND. Of which, the central budget is more than 370 billion VND, the provincial budget is more than 57 billion VND. The whole province has disbursed more than 233 billion VND, reaching 54.6% of the assigned capital plan. Some projects have quite good disbursement results such as: Sub-project 1, Project 3 on sustainable agricultural and forestry development disbursed according to the central budget reached 71.8%, local budget reached 83%. Project 5 on education and training development also achieved a high disbursement level with the central budget disbursement rate reaching 70.1%.

To improve the lives of ethnic minorities, Mr. Nguyen Minh Tan added that in the coming time, Binh Thuan province will continue to effectively implement the ethnic policies of the Central and local governments, especially the National Target Program 1719, period 2021 - 2030. Continue to maximize the efficiency of using production land granted to ethnic minorities in previous years. In addition, fundamentally solve the shortage of residential land, housing, production land, and domestic water; plan, arrange, and stabilize the population; create conditions to maintain and promote the effectiveness of forest protection contracts for ethnic minorities; improve the efficiency and expand preferential credit capital for production and business development projects. In addition, the Provincial Ethnic Committee will continue to strengthen management and promote the effectiveness of invested projects in ethnic minority areas as well as continue to invest in essential infrastructure to serve production and life in ethnic minority areas.
