- As a province located in the Mekong Delta, with many difficulties in economic development, sir, towards the new goal, what is the theme that you and the Provincial Party Standing Committee set for the Party Congress at all levels this year in Hau Giang?

- Based on the assessment of the results of the implementation of the Resolution of the 14th Provincial Party Congress, identifying the potential, favorable opportunities and orientations, goals and tasks in the development planning of Hau Giang province for the period 2020 - 2030, the Provincial Party Committee set the theme of the upcoming 15th Provincial Party Congress as: "Be proud of the glorious Party, join hands and unite, promote internal strength, take advantage of the golden period, realize aspirations, and be determined to build Hau Giang province to develop rapidly, sustainably, comprehensively, and inclusively, with people having a prosperous, civilized and happy life" .

With the important significance of the 15th Congress, the theme of this Congress is to guide the Party Committee, government and people of Hau Giang to be proud and confident under the glorious flag of the Party, unite to overcome difficulties, overcome challenges, seize opportunities, take advantage of the "golden period" when Hau Giang has all the factors of "Heavenly time - Earthly advantage - Human harmony" to realize the aspiration to build Hau Giang province to develop rapidly, sustainably, comprehensively, inclusively, people have a prosperous and happy life. This is also a call to cadres and party members to promote a high sense of responsibility, aspiration, courage and intelligence with practical contributions to the development of Hau Giang homeland, contributing increasingly positively to the development of the country.

- Through practical experience in some places, political reports of grassroots congresses are still formal, still falling into the state of recounting and listing achievements. In Hau Giang, what solutions will the Provincial Party Committee leaders have and how will they thoroughly implement them, sir?

- The political report is an important central document of the Congress, the crystallization of intelligence, enthusiasm, responsibility, creativity, vision, aspiration, and development orientation of the locality. Therefore, in thoroughly grasping and leading, directing the preparation work for the Party Congresses at all levels in the province for the next term, the Provincial Party Committee pays great attention to the process of building congress documents with the viewpoint of "Innovation, breakthrough, determination, aspiration", the motto "Concentrated form, practical content, drastic action, substantial effectiveness".

There is not much time left to prepare for the 15th Congress of the Hau Giang Provincial Party Committee. In the fourth quarter of 2024, agencies, localities, and units will hold grassroots congresses and congresses at higher levels.

Currently, the Provincial Party Committee's Document Subcommittee is focusing on researching and drafting a political report to be submitted to the upcoming Provincial Party Congress. This is the basis for Party committees at all levels in the province to draft political reports to be submitted to congresses at all levels. The Provincial Party Committee's Standing Committee has set out very specific goals, tasks, and solutions that closely follow the required outline and topics.

The 15th Provincial Party Congress emphasized: The Congress documents must closely follow the instructions of the Central Document Subcommittee and be associated with local practices, ensuring quality, correctly assessing the situation, and avoiding formality.

- One of the key contents of organizing grassroots party congresses is personnel work. To ensure that the recommended personnel meet the requirements and have high consensus in the congress, what do you think needs to be focused on?

- Personnel work for congresses at all levels is a particularly important task. Personnel preparation for congresses is a process that needs to be thorough, careful, and done step by step; implementing all stages from assessment and comments: planning, training, fostering to rotation, transfer, and appointment of cadres. This work requires Party committees at all levels, especially leaders, to closely follow and strictly implement the regulations and instructions of the Central Committee, promote a high sense of responsibility, with determination, great effort, and an impartial, objective, and scientific approach; putting local interests in the interests of the nation and people above all else. First of all, in the implementation process, it is necessary to pay attention to the following issues:

Firstly, to carry out the work of evaluating cadres well, this is a very important step. The evaluation of cadres must be comprehensive, objective, substantive, in accordance with regulations and authority; taking political qualities, ethics, lifestyle, prestige, productivity, quality, especially the work efficiency of cadres as the basic measure and criteria for evaluation. Hau Giang Provincial Party Committee has issued and applied the set of criteria for evaluating cadres, civil servants, public employees and workers according to Regulation No. 1120-QD/TU and the set of KPIs to evaluate the work efficiency of cadres according to Project No. 09-DA/TU temporarily regulating job positions of agencies, public service units of the Party, the Fatherland Front and socio-political organizations of Hau Giang province.

Second, the implementation of the personnel introduction process must ensure compliance with procedures and regulations; ensure compliance with the Party's principles and regulations; ensure synchronization, comprehensiveness, connectivity, strictness, democracy, science, objectivity, impartiality, and transparency; implement power control, prevent corruption and negativity in personnel work, and combat the buying and selling of positions and power.

Third, personnel assessment must inherit, strongly and synchronously innovate, review, examine, and closely and thoroughly assess standards and conditions for personnel preparation work.

Fourth, the personnel plan must be clear and detailed, clearly defining the number, structure to be elected, the process and results of the work of the recommended personnel. The assignment plan after the congress for each personnel so that the congress delegates have full basis and information to choose and elect personnel with sufficient qualities, ethics and prestige equal to the task.

- It has been more than 3 years since you were assigned as Secretary of Hau Giang Provincial Party Committee. Could you please share your personal thoughts about the people and Party Committee of the province, as well as the future development of Hau Giang after Resolution No. 13-NQ/TW of the Politburo on "Orientation for socio-economic development, ensuring national defense and security in the Mekong Delta region to 2030, with a vision to 2045"?

- After more than 20 years of establishment and development, with the support from the Central Government, the Party Committee, the government and the people of Hau Giang, "Solidarity, loyalty, dynamism" has strived to overcome difficulties and seize opportunities for development and advancement.

At each stage of development, the provincial leaders have innovative thinking, strategic vision, correct decisions and especially have the desire to develop, on that basis spreading throughout the political system and the people in the province. The achievements in the past time are very great and proud. Obviously, all those changes are the crystallization of the spirit of solidarity, the desire to develop with the belief that "small province, big aspiration".

Facing new opportunities and chances, especially since the Politburo issued Resolution No. 13-NQ/TW on "Orientations for socio-economic development, ensuring national defense and security in the Mekong Delta region until 2030, with a vision to 2045", it has brought a new wind, creating an important foundation for the Mekong Delta region in the new development stage. Along with that, the Prime Minister approved the Development Plan of Hau Giang province for the period 2020 - 2025, with a vision to 2050.

In line with Resolution No. 13-NQ/TW and the approved Development Plan of Hau Giang province, Hau Giang province focuses resources on sustainable development on three pillars: economy - society - environment, taking people as the center, the goal for growth, taking adaptation to climate change as a common development method, maximizing cultural factors. Innovating the growth model towards agriculture as the support, industry and the development pillar, towards trade - services as the driving force for growth, paying attention to job creation, improving people's lives.

With great opportunities and potentials, especially national key transport infrastructure projects, many of which pass through Hau Giang province such as: Can Tho - Hau Giang - Ca Mau Expressway, Chau Doc - Can Tho - Hau Giang - Tran De Expressway (Soc Trang). That is the important source of external strength for the province to utilize, combined with internal strength for Hau Giang to break through to develop rapidly, sustainably, comprehensively and inclusively.
