Efforts to improve provincial administrative reform index

In 2022, the administrative reform index (PAR) of Ninh Binh province reached 86.64 points (86.64%), ranked 17th out of 63 provinces and cities, up 3 places compared to 2021 and 1.85% higher than the average PAR index of the whole country. This "telling" figure shows the efforts and determination of the province in directing the implementation of PAR to serve people and businesses better and better, contributing to promoting socio-economic growth.

Synchronize solutions

The Provincial PAR Index is determined based on a set of criteria structured into 8 assessment areas, 43 criteria, and 102 component criteria. In the 8 areas assessed, Ninh Binh continues to maintain its 1st position out of 63 provinces and cities in terms of administrative reform direction and administration, achieving 9.5/9.5 points (100%); 4 areas increased in rank compared to 2021, of which the area of ​​Impact of PAR on people, organizations, and socio-economic development had a breakthrough, up 31 places compared to 2021.

It can be said that the administrative reform work of the province in recent times has achieved positive results. For many years, Ninh Binh has been assessed as one of the provinces with the best quality of management and effectiveness in improving the investment attraction environment (maintaining the 1st position in the field of administrative reform direction and management for 2 consecutive years).

To achieve this result, the province has focused on leading, directing and operating administrative reform work, focusing on implementing the 2022 working theme of the Provincial Party Committee on "Discipline, responsibility, promoting administrative reform". Actively proposing administrative reform initiatives and solutions. At the same time, promoting administrative reform propaganda with diverse and rich contents and forms, organizing competitions to learn about administrative reform and digital transformation, thereby both propagating and raising awareness for the subjects, and at the same time encouraging research and proposing good solutions and initiatives on administrative reform. Implementing well the administrative reform reporting regime and administrative reform inspection work, while ensuring the rate of inspected agencies according to regulations and actively directing and urging inspected agencies and units to complete the correction of existing problems and limit detection through inspection. The Provincial People's Committee has directed agencies and units to strive to complete on schedule the tasks assigned by the Government and the Prime Minister. The province maintains good dialogue with businesses and handles their recommendations and proposals.

The fields that increased in rank compared to 2021 are: Administrative Procedure Reform (APR) field reached 12.78/13 points (reaching 98.31%), ranked 18th/63 provinces and cities (up 0.53% and 22 ranks compared to 2021); Public Finance Reform field reached 10.38/12 points (reaching 86.5%), ranked 24th/63 provinces and cities (up 6% and 11 ranks compared to 2021). In particular, the field of impact of PAR on people, organizations and socio-economic development of the province reached 13.57/16.5 points (reaching 82.44%), ranked 20th/63 provinces and cities (up 10.8% and 31 ranks compared to 2021).

The reason for the increase in rankings in these areas is that the province has effectively implemented regulations on administrative procedure control, promptly handled issues discovered through administrative procedure review, and publicly disclosed the progress and results of handling records on the Administrative Procedure Handling Information System.

Up to now, 100% of provincial-level specialized agencies and district- and commune-level administrative units have complied with regulations on handling administrative procedures in the form of interconnection at the same level and between levels of government. Along with that, they have apologized to people and organizations when there were delays in handling administrative procedures.

In public finance reform, the province has implemented many synchronous solutions to accelerate the implementation and disbursement of the 2022 public investment capital plan for works and projects in the province; well implemented regulations on the use of funds from the State budget; there were no violations in documents issued under the province's authority on the management and use of public assets.

The results of the 2022 PAR Index of the province continued to have positive growth, showing that the efforts and determination to promote PAR of local authorities at all levels have brought about clear results, increasingly recognized and appreciated by the people and business community.

Mr. Hoang Dinh Xuyen, in Khanh Nhac commune (Yen Khanh) said: In recent years, the authorities at all levels of Yen Khanh district have made many efforts in administrative reform associated with digital transformation. Many administrative procedures directly related to people's lives such as: issuing CCCD cards; confirming criminal records; registering for health insurance cards... have been connected and resolved quickly. Administrative procedures and fees for handling administrative procedures are carried out publicly and transparently, which has raised the sense of responsibility of officials and civil servants at the One-Stop Department in performing their duties. Therefore, I am very satisfied.

Continue efforts to improve indicators

However, in addition to the results, there are 3 areas that have decreased in rank compared to 2021 (Institutional reform; Administrative apparatus reform, Public service reform), in which the Institutional reform area has decreased by 39 places compared to 2021. The reason for this situation is that the province still has 4 legal documents that need to be processed according to the Conclusion of the Ministry of Natural Resources and Environment, some sociological survey points on the consistency, rationality, and feasibility of legal documents issued by localities are still low.

Through analyzing and synthesizing the results of the PAR Index in 2022, the province also recognizes the strengths and positive points to promote, and at the same time clearly sees the limitations and bottlenecks leading to loss of points in the assessment criteria. On that basis, departments, branches, and localities need to strengthen solutions to overcome in order to improve scores and enhance the quality of PAR. Agencies and units need to proactively research and propose initiatives and solutions for PAR. Continue to maintain good implementation of dialogue with people and businesses and focus on handling recommendations and proposals of people and businesses at dialogue conferences.

Administrative reform is a strategic breakthrough, affecting the socio-economic development of the province. The results of the assessment and ranking of the PAR Index in 2022 also show that some component criteria are still low, not meeting the requirements. These limitations and shortcomings stem from both objective and subjective causes. Therefore, there needs to be a stronger change, seriously and objectively assessing the limitations, and having solutions to overcome them. It is necessary to continue to raise the awareness and responsibility of cadres, civil servants and public employees working at the One-Stop Department at all levels in receiving and handling administrative procedure records, increasing the rate of records resolved before and on time, reducing the rate of administrative procedure records resolved late, in case of delay, it is necessary to strictly apologize to organizations and citizens. Continue to build and develop e-government, digital government; implement solutions to increase the rate of online records throughout the process, and make online payments. Improve the effectiveness of implementing solutions to attract investment in the province, synchronously deploy solutions to complete the socio-economic development targets set for the year. At the same time, widely propagate administrative reform to all classes of people, contributing to building a friendly government, towards a transparent and effective administration, serving the people and businesses.
