Projects and works "opening" a new era

More than 50 projects and transport infrastructure works that have just been started or inaugurated not only open up a new development space, but also spread widely throughout society about the breakthrough in building strategic infrastructure in the new era.

Big step forward from micro project

For many weeks now, officials of the Ninh Binh Department of Construction and the People's Committee of Dong Van Ward (Ninh Binh Province) have spent most of their time completing all procedures to promptly start the Resettlement Area Project in Dong Van Ward. This is one of 80 points of the Inauguration and Groundbreaking Ceremony of projects and works to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) held yesterday (August 19).

This level IV technical infrastructure project has a total investment of 9.9 billion VND, including the construction of a traffic system and technical infrastructure according to the approved planning with an area of ​​about 1.17 hectares. Although very small in scale, the Project is the first step on the ground for the super project of investing in the high-speed railway line on the North - South axis with a total investment of up to 67.34 billion USD.

In addition to the resettlement area in Dong Van ward, also on August 19, dozens of other resettlement areas serving the North-South high-speed railway investment project and the Lao Cai - Hanoi - Hai Phong railway project in Lao Cai, Phu Tho, Hanoi, Thanh Hoa, Nghe An, Hue, Da Nang, Khanh Hoa, Dak Lak, Lam Dong were also simultaneously started construction. "These are extremely important projects, creating the premise for the country's key railway projects to be implemented on schedule," said Minister of Construction Tran Hong Minh.

If resettlement area construction projects are considered as “savings” for the North-South high-speed railway investment project, many expressways that have just started construction on August 19 will contribute immediately and directly to the country's GDP growth target of 8.3% in 2025.

The 22km Ho Chi Minh City - Long Thanh Expressway Expansion Project serves as the main road connecting the center of Ho Chi Minh City with Long Thanh Airport. Therefore, the Vietnam Expressway Corporation (VEC) has been requested by the Prime Minister to complete the expansion project from 4 lanes to 8-10 lanes within 18 months.

This is a huge challenge, because in addition to construction and exploitation on the road with the highest traffic density in the country, the Ho Chi Minh City - Long Thanh Expressway Expansion Project also has a major technical bottleneck: building a new 2.3 km long Long Thanh bridge unit, with a scale of 5 complete lanes in the direction from Ho Chi Minh City to Long Thanh, on the right side of the existing bridge.

“The project's construction progress is very urgent, without any contingency time, so the construction implementation process must be very smooth and coordinated,” said Mr. Tran Chung, former Director of the State Appraisal Department of Construction Quality (Ministry of Construction).

According to Mr. Truong Viet Dong, Chairman of the Board of Directors of VEC, the investor and contractors of the Project are fully aware of the difficulties and challenges, so they will start construction in "3 shifts, 4 teams" immediately after the groundbreaking ceremony, to basically complete the project by December 2026 as directed by the Prime Minister.

Previously, VEC had a spectacular breakthrough in the Ho Chi Minh City - Long Thanh Expressway Expansion Project worth more than VND 14,945.2 billion, when completing all the very complicated investment preparation work (from survey work, construction drawing design, cost estimate in parallel with survey work, feasibility study report, approval of construction drawings for each item of the bid package to organize implementation right on the construction site, both design and construction, contractor selection...) within 45 days.

It should be added that, in addition to opening the "door" to connect Long Thanh airport, if implemented on schedule, the Ho Chi Minh City - Long Thanh Expressway Expansion Project will disburse about VND 6,500 billion in public investment capital in 2025 - 2026. More importantly, this is the first project implemented in the form of public investment assigned to a state-owned enterprise as the managing agency according to the provisions of the Law on Public Investment.

“The successful implementation of the Project is of utmost importance, affirming the correctness of policy implementation; realizing the Party's orientation on decentralization, delegation of authority and attracting and diversifying public investment resources; and concretizing the VEC Restructuring Project towards developing VEC into a leading national enterprise in the field of expressway investment and development,” Minister of Finance Nguyen Van Thang assessed.

Imprint of Vietnamese spirit and intelligence

In the aviation sector, in Bac Ninh, the Ministry of Public Security and the investor Masterise Group have started the Gia Binh International Airport Construction Investment Project with a total investment of up to 120,839 billion VND. Not only large in terms of capital scale, with the newly adjusted planning, Gia Binh International Airport has room for development with a hundred-year vision, gradually forming the most important air traffic hub in the Northern region.

According to the plan, Masterise will build Gia Binh International Airport to serve national security and defense purposes, and at the same time become a 5-star airport according to the criteria of the International Air Transport Rating Organization (Skytrax). This is not only an aviation gateway for Hanoi and the North, but also aims to be a major transit airport in Asia, an aviation logistics center, affirming Vietnam's position and prestige in the international arena.

In addition to Gia Binh International Airport, a number of other aviation infrastructure projects have just been started, such as the Phu Cat Airport Runway No. 2 Project; Ca Mau Airport Expansion Project; Construction Project of Passenger Terminal T2 - Cat Bi International Airport..., thereby contributing to strengthening air trade connections between localities and the world.

In addition to a series of major transport infrastructure projects that were started, on September 18, the Ministry of Construction and localities across the country also opened and put into operation many expressways and large river-crossing bridges.

As a key unit of the peak emulation campaign "500 days and nights of competition to complete 3,000 km of expressway", on August 19, the Ministry of Construction opened to traffic the North-South Expressway Project phase 2021-2025, the Vung Ang - Bung section, 55.34 km long; the North-South Expressway Project phase 2021-2025, the Van Ninh - Cam section, 65.5 km long; the Hoa Lien - Tuy Loan Expressway Project, Component 1 of the Tan Van - Nhon Trach Project, Phase I, 8.22 km long..., bringing the total length of expressway put into operation to about 2,476 km. It is expected that from now until the end of the year, it will strive to complete about 700 km more, towards the target of 3,000 km by the end of 2025 and 5,000 km by 2030.

Among the traffic works that were inaugurated on this occasion, the Rach Mieu 2 Bridge Construction Investment Project connecting Vinh Long and Dong Thap provinces is considered a symbol of the self-reliance of the Vietnamese bridge workers. The highlight of the Project is the construction of a main cable-stayed bridge with a main span across the Tien River with a very large navigational width, which was completely mastered by a team of Vietnamese engineers and workers from the design and construction stages.

Started in March 2022, during the implementation process, the Project has experienced many difficulties such as the serious impact of the Covid-19 pandemic, site clearance, fluctuations in raw material prices... However, thanks to the attention and close direction of the Government leaders, in which Prime Minister Pham Minh Chinh directly inspected and encouraged the forces participating in the bridge construction 3 times; the close coordination of localities..., the Project was completed about 5 months ahead of the contract.

In particular, the spirit of “Dong Khoi in the past” has permeated the thoughts and actions of the team of “Vietnamese bridge workers”, promoting the Prime Minister’s direction in construction site inspections, “overcoming the sun and rain”, “sticking to the construction site, sticking to the progress”, “3 shifts, 4 crews” construction; implementing and applying many effective technical innovations, contributing to ensuring the quality of the project and shortening the progress.

“Rach Mieu 2 Bridge has become a symbol of the desire for development, of perseverance in overcoming difficulties and the spirit of solidarity between the government, businesses and people. The journey connecting the two banks of the Tien River by Rach Mieu 2 Bridge has become a story about the transformation of a prosperous land that is growing strongly,” the leader of the Ministry of Construction assessed.
