After 12 years of persistent construction, the new rural picture in Loc Ha district (Ha Tinh) has emerged with bright colors and many outstanding highlights.

Thach Chau is a commune that has always been at the forefront of the new rural construction movement in Loc Ha district in particular and the whole province in general. After achieving the advanced new rural commune standard (in 2021), the locality continued to mobilize nearly 87 billion VND to complete the set of criteria for a model new rural commune in the period of 2021 - 2025, and is currently collecting opinions to propose recognition of meeting the standards.

Thinh Loc used to be a poor coastal commune, but in recent years, the rural landscape has changed rapidly. This locality, along with Ho Do, Hong Loc, Tan Loc communes..., is aiming to become a commune that meets advanced NTM standards (having achieved about 85% of the plan).

Thanks to determination, perseverance and effectiveness in building new rural areas, the landscape of Mai Phu, Thach Chau villages and many other rural areas in Loc Ha is increasingly spacious, fresh, poetic and full of vitality.

To meet traffic standards and have large, beautiful roads, Loc Ha has mobilized about 900 billion VND and 816,242 working days to invest in upgrading and renewing more than 580km of rural roads of all kinds, planting tens of thousands of trees and building dozens of kilometers of flower beds. Currently, 82/82 villages of 11/11 communes in Loc Ha have developed plans, estimates and implemented the construction of model new-style rural residential areas; of which, 42 villages have met the standards. Implementing the school criteria, Loc Ha district has mobilized nearly 600 billion VND to build 342 new classrooms, 49 subject rooms, 19 libraries, 5 multi-purpose buildings, 24 dining halls - boarding houses, 171 student toilets, 24 teacher toilets and upgrade hundreds of other works and items... Every year, Cua Sot fishing port (Thach Kim) receives about 8,000 - 9,000 tons of seafood, ensuring jobs for thousands of workers. This is also the main raw material warehouse to serve the production of 7 OCOP facilities and hundreds of seafood processing facilities with a total revenue of 200 billion VND/year.

High-tech aquaculture areas in Mai Phu, Thach Chau, Ho Do, and Loc Ha town are creating a new look in the production picture in Loc Ha. Loc Ha has formed 590 economic models of all kinds, of which 133 are large models with revenue from 3 - 15 billion VND/year, profit from 1 billion VND/year or more. The picture of Loc Ha New Rural Area is always peaceful and safe thanks to the good implementation of the criteria on national defense and security and the spread of emulation movements to protect national security and sovereignty, build a solid defense area, and take care of building the "National Defense Posture" associated with the "People's Security Posture" and the "National Border Posture".

Up to now, 9 district-level NTM criteria have been completed, all 11 communes have met NTM standards before 2020, and are currently focusing on "improving" the criteria. Thach Chau and Mai Phu communes are aiming to meet model standards (before the second quarter of 2024); Ho Do, Thinh Loc, Hong Loc, and Tan Loc communes are striving to meet advanced standards in 2024. The Provincial People's Committee has just decided to announce the district is eligible to propose and consider recognition of the district meeting NTM standards in 2023, and is currently collecting comments.
