Many land acquisition projects in Dak Nong face difficulties

In the period 2015-2023, Dak Nong Provincial People's Council issued 16 resolutions approving a list of 910 land acquisition projects to serve socio-economic development goals, for the benefit of the nation and the community.

To implement the projects, 9,240 hectares of land are included in the recovery plan, including many areas in Gia Nghia, Tuy Duc, Dak R'lap, Krong No, Dak Song and Dak Mil.

According to the Provincial People's Council, out of a total of 910 projects, 460 projects have completed land acquisition, 166 projects have not been implemented, 100 projects are waiting to be implemented, and 184 projects have been removed from the list.

Through actual supervision in districts, cities and related units, the Provincial People's Council found that the implementation of works and projects with land acquisition in the period of 2015-2023 was low, and the implementation process still had shortcomings and limitations.

One of the main reasons for the slow progress is the difficulties in compensation, support and resettlement. Many households have not yet agreed on the compensation price for land, crops and other assets.

According to the report of the Provincial Construction Investment Project Management Board, there are 7 projects whose investors have not completed land price determination, affecting the implementation progress.

In Dak R'lap district, the construction of resettlement areas encountered difficulties due to a lack of land and inadequate allocation, leading to a delay in the implementation of land acquisition projects.

A similar situation also occurred in Dak Mil district, new urban infrastructure projects, Dak Gang lake project and many projects invested by the district have been in place for more than 3 years but have not been implemented due to unbalanced capital sources, affecting land recovery.

Many projects have been delayed for years but have not been completed due to legal and planning problems. A typical example is the Nghia Thanh New Urban Area project in Gia Nghia City.

This project has lasted for more than 10 years but there is no source of capital to pay compensation to the people, leading to prolonged complaints and protests and it cannot be implemented.

In addition, wind power projects in Dak Song also face difficulties in coordinating with other industry planning, causing delays in land acquisition.

Planning and management of land acquisition projects have not been strictly implemented. Some districts have registered land areas that are not true to reality or not in accordance with planning, leading to many projects being cancelled or adjusted after implementation.

To improve and speed up the implementation of projects involving land acquisition, the Provincial People's Council requested the Dak Nong Provincial People's Committee to have drastic and synchronous solutions.

First of all, it is necessary to strengthen the review and registration of the list of land acquisition projects, ensuring that approved projects are consistent with land use planning and actual local development needs.

Gia Nghia City has a project that has lasted for more than 10 years but still cannot be implemented, causing frustration for the people and affecting socio-economic development.

In addition, the Provincial People's Committee needs to speed up the progress of resolving problems related to compensation, support and resettlement, especially for projects that have lasted for many years without clear solutions.

The construction of resettlement areas and land allocation for people need to be done quickly and ensure transparency and fairness.

The Provincial People's Committee closely coordinates with ministries and branches to remove difficulties related to mineral planning and legal procedures, to ensure that land recovery projects are implemented as planned.

Propaganda and mobilization work among people needs to be further promoted to raise awareness of rights and responsibilities in land acquisition.
