Many energy projects waiting for land

Dong Nai is in the top 4 localities with the largest electricity consumption in the country. In addition to existing projects, the electricity sector is investing in more than 10 large projects in the province.

This is an important technical infrastructure in socio-economic development and investment attraction, but project implementation is slow due to land acquisition problems.

12/13 projects have not completed the site clearance yet.

Vietnam Electricity Group and its subsidiaries are implementing 13 power source and grid projects in Dong Nai, including 4 projects in the list of important national projects and key energy sector projects. These projects not only provide electricity for the province's socio-economic development, but also ensure safe electricity supply for the Southern region. Currently, land acquisition is still a difficult problem and risks affecting the progress of the projects.

A typical example is the Tri An Hydropower Plant Expansion Project - a national key project in the energy sector. The project is expected to start construction at the end of the first quarter of 2025, but so far only 22/92 hectares of land have been recovered; the work of preparing and approving compensation, support and resettlement plans is about 5 months behind schedule.

According to the Power Project Management Board 3, at the end of 2024, the board started construction of Hieu Liem Bridge, one of the project's items, but so far the locality has not handed over the site for construction. In case there is no site to construct the foundation, pillars, and abutments of the bridge before the flood season of 2025, construction will have to wait until the dry season of 2026. The bridge is delayed, and the expansion of the hydropower plant is also delayed.

Another important national energy project is the 220kV Nhon Trach 3 - 500kV Long Thanh Transformer Station line, which is planned to be put into operation from September 2025, but the site clearance has not been completed. Currently, localities have only mobilized the handover of 41/87 pier foundation locations. For the remaining locations, Long Thanh district has not issued a land reclamation notice, and Nhon Trach district has not approved the compensation plan.

For this project, Deputy General Director of the National Power Transmission Corporation Truong Huu Thanh proposed that the two above-mentioned districts mobilize to hand over the remaining 46 foundation sites in March 2025, hand over the grid corridor site in April 2025, and approve the compensation plan in April 2025 to keep up with the construction progress and operate according to plan.

Deputy General Director of Vietnam Electricity Group Pham Hong Phuong said that 110-500kV energy projects are important in ensuring electricity supply for Dong Nai in 2025 and the following years. Most of these projects are facing land clearance problems. Therefore, Mr. Phuong suggested that the Provincial People's Committee direct localities, departments and branches to pay attention to supporting land clearance work according to the time frame proposed by the electricity industry, especially prioritizing projects to release capacity for Nhon Trach 3 and Nhon Trach 4 Power Plant Projects.

Land settlement in March and April

Sharing about the Nhon Trach 3 220kV Transmission Line Project - Long Thanh 500kV Transformer Station, Vice Chairman of Long Thanh District People's Committee Le Hoang Son said that there are still 35 cases where the compensation plan has not been approved due to the need to verify the origin of the land. In March, the district will issue a notice of land recovery, then post it publicly for 30 days, and in the second quarter of 2025, the compensation plan will be approved, which is difficult to complete in March 2025 as requested by the investor.

On March 17, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee Duong Minh Dung said that recently, the Provincial People's Committee has regularly directed investors of power projects to coordinate with district-level People's Committees to mobilize land handover for construction implementation. At this meeting, the provincial leaders assigned responsibilities to relevant units and localities.

Specifically, the Tri An Hydropower Plant Expansion Project assigned the Department of Agriculture and Environment to review and give opinions on the content of the agricultural land allocation limit so that the locality can determine the land compensation limit when reclaiming land; advise the province to handle compensation for cases of land use that were contracted but now the Provincial People's Committee has reclaimed the land from the forestry farm and handed it over to the locality to develop a land use plan. Assign the Department of Finance to advise the province to issue a decision regulating the order and procedures for considering resettlement in the province to have a basis for considering resettlement for households under the project. Vinh Cuu district implements procedures related to compensation and site clearance to allocate land to investors.

For the 4 projects to clear capacity for Nhon Trach 3 and Nhon Trach 4 Power Plants, Nhon Trach District will coordinate with the investor to continue to mobilize the handover of the remaining pole locations and corridors in March 2025; also in March, approve specific land prices and simultaneously approve compensation plans for all 4 power grid projects. Long Thanh District will register the 2025 land use plan for power projects, carry out site clearance compensation and complete the approval of compensation plans in April 2025 to avoid wasting power plant capacity.

For the 220kV Song May - Tam Phuoc Transmission Line Project, the Bien Hoa City People's Committee was assigned to continue approving the compensation plan and organizing payment, handling land-related problems for the remaining cases. In case of intentional non-handover of the site, the land will be forcibly recovered according to regulations. For the 500kV Long Thanh Transformer Station Project, Long Thanh District directed the early completion of the compensation plan for 35 cases of affected pier foundations and corridors to be submitted to the District People's Committee for approval in March 2025. For the remaining projects, the provincial leaders assigned that tasks related to the site must be completed in March and April.
