The above issue was raised by Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, at the conference to summarize and deploy tasks for the new school year with the general education sector of Ho Chi Minh City.
Mr. Hieu believes that the two key factors for the new school year are facilities and teaching staff. With more than 2.5 million students and 3,500 schools after the merger, Ho Chi Minh City is the locality with the largest educational scale in the country.
However, the slow repair and construction situation in some schools, even in the central area, when the school year is about to start, there are still 3 schools with a mess of materials and repairs, which is "unacceptable".
He asked schools to urgently review and repair damages such as cracked walls, peeling lime and especially toilets.
"If students do not dare to enter the restroom, the principal has not fulfilled his duty. If that happens, the principal should review his capacity and responsibility," said the department director.

According to him, principals need to proactively find solutions, possibly calling on philanthropists or parents to contribute, instead of just complaining about lack of funding.
He also said that the Ho Chi Minh City Party Committee is very concerned about this issue and proposed establishing a monitoring team with the participation of parents.
In conclusion, Mr. Hieu said that seemingly small problems such as dirty toilets and inadequate classrooms directly affect the quality of education and required schools to focus on finding solutions instead of complaining.
Ms. Lam Hong Lam Thuy, Head of the General Education Department, said that entering the 2025-2026 school year, the Ho Chi Minh City education sector has identified the key task as continuing to synchronously and effectively implement the 2018 General Education Program.
Teaching and learning will be organized in a scientific , reasonable and suitable direction for students' psychology, focusing on developing capacity instead of just imparting knowledge. The city aims to expand teaching 2 sessions/day in places with sufficient conditions, contributing to reducing the pressure of extra study and extra teaching in violation of regulations.
Another important task is to gradually make English the second language in schools, according to Conclusion 91 of the Politburo and Decree 222/2025/ND-CP.
The Ho Chi Minh City education sector will focus on standardizing English teachers, enhancing cooperation to attract native teachers, investing in facilities and learning materials, and creating a bilingual environment to improve the quality of foreign language teaching and learning.
