Thoroughly grasping the lessons of Nguyen Ai Quoc on preparing cadres for the Party's founding, our Party has always paid attention to leadership, direction and made important developments in cadre work.

In the late 19th and early 20th centuries, the colonial exploitation policy of French colonialism caused deep division in Vietnamese society. The failure of the patriotic movements of our people affected the awareness and decision of the young man Nguyen Tat Thanh to leave to find a way to save the country.

On his journey to find a way to save the country, Nguyen Ai Quoc (Nguyen Tat Thanh) approached Marxism-Leninism. This was an important event that created a turning point in his political stance, and was the beginning of activities to prepare for the birth of a political party of the Vietnamese working class.

In July 1920, Nguyen Ai Quoc read Lenin's "First Draft of Theses on the National and Colonial Questions". He realized that this was what we needed, the path to our liberation. Through many activities, Nguyen Ai Quoc actively spread Marxism-Leninism in Vietnam. He selected the most outstanding people with the most determined and revolutionary spirit to train them in methods and ways of organizing and fighting for the revolution, preparing enough conditions for the establishment of the Party.

The Party founding conference was held from January 6, 1930 to February 7, 1930 in Hong Kong under the chairmanship of Nguyen Ai Quoc. The conference merged communist organizations and established a communist party, named the Communist Party of Vietnam. The birth of the Communist Party of Vietnam affirmed the great role of leader Nguyen Ai Quoc - the one who prepared politically, ideologically, organizationally and with cadres.

In particular, regarding personnel work, he selected people, opened training classes, provided theoretical training for cadres, sent them to study to improve their qualifications, put them into practical work, and arranged suitable positions for each person...

Nguyen Ai Quoc's activities have left our Party with many valuable lessons in Party building in general and in building cadres at all levels, especially at the strategic level, to meet the requirements of innovation, industrialization, modernization and international integration in the current period:

Firstly, it is necessary to identify cadres as the “root of all work”, “success or failure depends on good or bad cadres”; “Cadres are the ones who explain the policies of the Party and the Government to the people to understand and implement. At the same time, they report the situation of the people to the Party and the Government to understand clearly, in order to set the right policies” ( 1 ) .

Reality shows that all policies and guidelines of the Party and Government are researched and proposed by cadres on the basis of absorbing the opinions and aspirations of the people, and at the same time, cadres organize and guide the people to implement them. Whether the Party's policies are right or wrong, and whether they are successfully implemented or not, all depend on cadres. Realizing this, our Party pays special attention to cadre work, especially the selection, training, fostering and planning of cadres. During the leadership process, the Party has issued many resolutions on cadre work, setting out criteria and standards for cadres suitable for each historical period of the country.

Second, regularly train cadres to be politically steadfast, morally pure, have a firm revolutionary stance, build a strategic vision and thinking, train revolutionary ethics, working style, leadership, management and situation handling skills. Be proficient in expertise and profession, have qualifications and capacity, especially intellectual capacity and professional practice. Provide comprehensive and practical training and development in both theory and practice; link training and development with the use of cadres. Training, development and updating of knowledge are linked to titles, planning and use of cadres, especially for the team of strategic-level cadres to meet the increasingly high requirements of the cause of building and defending the Fatherland.

Third, the arrangement and use of cadres must be the right person, the right job, the right expertise to best promote the capacity of cadres; in the arrangement and use of cadres, ensure a reasonable structure between leadership and management positions with professional qualifications and fields of work; boldly appoint young cadres so that they can be trained, challenged, mature and have the conditions to participate in the Party Committee. Develop a plan and implement the rotation of cadres according to the planning; determine the number and expected list of rotated cadres for the entire term and each year. The rotation subjects must have real capacity and development prospects.

The 13th Party Congress determined that it is necessary to "focus on building a team of cadres and civil servants with sufficient qualities, capacity, and prestige to serve the people and the development of the country. There must be a mechanism to select, train, attract, and promote talents, and to encourage and protect cadres who dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties and challenges, and be resolute in their actions for the common good" ( 2 ) .

Thoroughly grasping the lessons of Nguyen Ai Quoc on preparing cadres for the Party's founding, our Party has always paid attention to leadership, direction and made important developments in the awareness of cadre work. Looking back at the glorious historical journey of the nation associated with the growth and maturity of the Communist Party of Vietnam, we are even more impressed by the ideology, stature and great contributions of President Ho Chi Minh throughout the country's revolutionary process, in the careful preparation of cadre work for the birth of the Communist Party of Vietnam and the Party's creative and flexible application in accordance with each historical period to lead our country to become increasingly rich, beautiful and civilized.
