Mr. Nguyen Van Duong, a teacher at Phu Xuyen A High School, Phu Xuyen District (Hanoi) and 508 teachers in Hanoi wrote a letter to the leaders of Hanoi city about the fact that many teachers at schools under the Hanoi Department of Education and Training cannot access the additional income according to Decree 73.

Mr. Duong suggested that, implementing Decree 73 of the Government, teachers could not help but anxiously wait for the announcement from the school about Tet bonuses "much better than the past few springs".

But teachers were disappointed when the school informed them that they were not eligible for this policy because it was a completely autonomous public service unit.

“We are education officials, working in public service units with the same obligations and rights as other officials in public service units nationwide. Just because the school has been classified as a completely autonomous group, we are not entitled to the same rights as other officials working in other public service units nationwide, which is completely unreasonable,” said Mr. Duong, who also requested the city to consider and adjust the inadequacies so that teachers can enjoy increased income like other teachers in the area.

Ms. Le Thi Diu, a teacher in Phu Xuyen A district, said that if she received this bonus, each staff member and teacher would have a great source of encouragement. She cited other schools that have announced that they will receive an additional Tet bonus of about 4-7 million VND. "For me, that's a whole month's salary," Ms. Diu said.

Decree 73 of the Government stipulates the basic salary and bonus regime for cadres, civil servants, public employees and soldiers, issued at the end of June 2024. In particular, it stipulates the bonus regime calculated based on outstanding achievements and the results of the assessment and classification of the level of completion of annual tasks.

The annual bonus fund is determined by 10% of the total salary fund (excluding allowances). This bonus must be paid before January 31 of the following year. If it is not fully paid, the unit cannot transfer the source to the bonus fund of the following year. This is the first year of applying this policy, so teachers at the schools are very excited and expectant.

According to the decision of the Hanoi Department of Education and Training, 128 public service units are assigned financial autonomy in the 2024-2025 period.

Speaking with Tien Phong reporter , Ms. Hoang Thi Thu Phuong, Head of Financial Planning Department, Department of Education and Training (Hanoi) said that in reality, there are difficulties and shortcomings and the Department of Education and Training has issued a report, finding solutions for autonomous schools. The Hanoi Department of Education and Training and the Department of Finance have been coordinating to implement.

"The unit will also have to ask for the policy of the City People's Committee and the City People's Council to have a solution to ensure the rights of teachers, but it will take time," said Ms. Phuong.
