On the morning of March 20, a working delegation of the Provincial New Rural Development Program Coordination Office led by Mr. Cao Van Cuong, Provincial Party Committee member and Director of the Department of Agriculture and Rural Development, worked with the Steering Committee of National Target Programs of Ngoc Lac district on the implementation of New Rural Development Program in 2024 in the district .

Also participating were representatives of leaders of provincial departments, branches and units who are members of the Provincial New Rural Standards Appraisal Council.

When starting to build a new rural area, Ngoc Lac district had a low starting point compared to the general level of the province. However, after more than 10 years of implementation, the district has achieved quite comprehensive results, increasingly going into depth, sustainability with many clear marks. Currently, the district has 16/20 communes meeting the new rural area standards, 1 advanced new rural area commune is Ngoc Lien. However, there are 12 communes meeting the standards according to the old criteria set of the 2016-2020 period, so when applied to the new criteria set, only 15-18/19 criteria are met. The criteria that have not been met are mainly: Cultural facilities, multidimensional poverty, environment and food safety...

Therefore, the communes have focused on reviewing and evaluating each specific indicator and criterion to develop a plan to maintain and improve the quality of the criteria to ensure completion time. The communes striving to meet the NTM standards in 2024 are Phung Minh, Minh Tien, Cao Ngoc, and Van Am.

Regarding the construction of a new rural district, up to now, the district has achieved 4/9 criteria. The criteria that are still facing difficulties and have not been achieved are health - culture - education, economy, environment, quality of living environment, political system - security and order - public administration. Some criteria of a new rural district are difficult to implement compared to the district's conditions, requiring large capital sources such as: The rate of households using clean water from a centralized clean water supply system is greater than 18% of the whole district; investment projects for bus stations, central markets, waste treatment, industrial clusters, etc.

In accordance with the spirit of the Resolution of the 24th District Party Congress, term 2020-2025, Ngoc Lac district strives for 100% of new rural communes by the end of 2024, at least 2 communes to meet advanced new rural standards, Ngoc Lac town to meet civilized urban standards according to regulations so that the district can complete the dossier to request appraisal of new rural districts in 2025.

At the working session, members of the working delegation of the Provincial New Rural Development Program Coordination Office analyzed and clarified difficulties and obstacles and proposed specific solutions related to each sector's fields so that Ngoc Lac district can achieve its goals and plans in building new rural areas. The leaders of the Provincial New Rural Development Program Coordination Office suggested that for communes that have not yet met the standards of new rural communes, Ngoc Lac district needs to have high determination and great efforts in directing and organizing implementation so that the communes can complete before October 2024. At the same time, focus on maintaining and improving the criteria for communes recognized before 2021.

Along with that, focus on directing the completion of the criteria of the new rural district in 2024 so that in 2025, the procedures and documents for requesting appraisal of the new rural district will be completed. In addition, Ngoc Lac district needs to step up inspection work, closely follow the locality, coordinate with departments and branches to promptly point out difficulties so that timely solutions can be found. The departments and professional groups of the Provincial New Rural Program Coordination Office will continue to accompany and support Ngoc Lac district to reach the new rural district finish line as planned.
