The purpose and requirement of Plan No. 875/KH-UBND/2023 is to promote the role and responsibility of provincial departments, branches and People's Committees of districts, cities and towns to improve the investment and business environment of Nghe An province and improve the provincial competitiveness index PCI .
The specific objectives are to improve the quality of administrative procedures related to investors and enterprises, improve the investment and business environment, create competition, emulation and assessment of the quality of management and administration between provincial departments, branches and district People's Committees; improve the effectiveness of the direction and administration of the provincial People's Committee leaders to provincial departments, branches and district People's Committees; create a reliable, widespread and transparent information channel for investors and enterprises to participate in contributing ideas to build the apparatus of departments, branches and district levels. Based on the results of DDCI, research solutions to improve PCI in the following years.

The method for developing the DDCI index system and assessment criteria is selected similarly to the PCI indexes, on the basis of flexible application, suitable to the reality in Nghe An, absorbing the DDCI results report in 2022 and consulting with PCI experts during the development and implementation process.
Surveys and consultations must be conducted with specific and practical content, criteria, and objects on issues that businesses are concerned about when contacting to resolve administrative procedures, objectively reflecting the operating situation as well as difficulties and problems of investors and businesses...
+ Scope, scale and survey method : The survey sample size is approximately 3,000 to 3,500 samples. The number of survey samples is based on the number of enterprises, cooperatives and business households in the area with the expectation that the actual data collection rate will be about 60-80% during the survey period. Direct survey method is about 50%; online survey is about 50%. The survey rate through these methods will be adjusted to suit the characteristics of the survey sample and the desired business survey form.

+ The subjects to be assessed include 23 provincial departments and agencies divided into 2 groups, of which Group A includes the Departments of: Planning and Investment, Natural Resources and Environment, Construction, Transport, Industry and Trade, Agriculture and Rural Development, Labor - Invalids and Social Affairs, Southeast Economic Zone Management Board, Provincial Tax Department, Customs Department, Market Management Department, Provincial Social Insurance. Group B includes the Departments of: Finance, Culture and Sports, Health, Science and Technology, Education and Training, Foreign Affairs, Justice, Tourism, State Bank, Provincial Police.

+ Principles of construction and implementation : The construction and implementation of the DDCI index set in Nghe An must ensure the principles of practicality, responsibility, feasibility, accuracy, meaning and confidentiality.
From March to May 2024, conduct surveys, assessments; analyze, write reports, submit to the Provincial People's Committee for approval and announce the results in May 2024.

According to this plan, the Provincial People's Committee also assigned the responsibility to the Provincial Investment, Trade and Tourism Promotion Center as the lead agency responsible for coordinating with relevant units to deploy implementation measures; at the same time, assigned coordinating agencies such as the Department of Finance to appraise, submit to the Provincial People's Committee for approval of the budget estimate and allocate funds to implement this plan; departments, branches, sectors and district-level People's Committees to coordinate in providing information; the Department of Information and Communications, the Provincial Radio and Television Station and Nghe An Newspaper to regularly disseminate information on the implementation process and publish the province's DDCI index.
