On July 20, TASS news agency quoted Russian President Vladimir Putin as saying that the country would immediately return to the Black Sea Grain Initiative agreement if all the terms of the agreement were implemented and the “humanitarian nature” of the agreement was restored.

The conditions include: lifting sanctions on the transportation of Russian grain and fertilizers; removing all obstacles to Russian banks supplying food to the world market, including connecting to SWIFT; resuming supplies to Russia of components and spare parts for agricultural machinery and fertilizer production; resolving all issues of chartering and insurance of Russian food exports; resuming the operation of the Tolyatti-Odessa ammonia pipeline; unblocking Russian assets related to agriculture; restoring the original humanitarian nature of the grain deal.

According to Vladimir Putin, Russia accounts for 20% of the global wheat market, and it is Russia that makes a huge contribution to global food security. Meanwhile, Ukraine is aiming to establish a temporary sea route - through the territorial waters and exclusive economic zone of Romania, one of Ukraine's Black Sea neighbors - to maintain grain shipments.
