Foreign affairs highlight

Bac Giang is becoming an industrial production center with many basic socio-economic indicators ranking in the top 10 nationwide. In 2022, the economic growth rate (GRDP) for the whole year of 2022 will reach 19.3% (nearly 2.5 times the national average), the highest ever. The province's GRDP in 2023 is estimated at 13.45%, expected to be the highest in the country, with GRDP per capita estimated at 3,950 USD. The total import-export turnover for the whole year of 2023 is estimated at 52.4 billion USD, an increase of 20.9% compared to 2022. Annual FDI attraction has continuously maintained in the group of 12 leading provinces and cities nationwide. As of mid-November 2023, the whole province has attracted over 3 billion USD in converted investment capital, 3 times higher than the same period, the highest ever. Currently, the province has 551 valid FDI projects of investors from over 30 countries and territories, with a total registered capital of over 10.8 billion USD. The achievements in socio-economic development of the province have important contributions from foreign affairs. The unified management of foreign affairs activities has been seriously and effectively implemented, and international integration has been synchronously implemented in all fields.

The Party's foreign affairs work has been effectively implemented by the province, closely and synchronously linked with state diplomacy and people's diplomacy. Through plans and documents on foreign affairs, the Provincial Party Committee focuses on leading the expansion of foreign relations, cooperation with organizations and enterprises, and gradually establishing cooperative relations with a number of foreign localities; actively participating in foreign affairs activities organized by central ministries and branches to promote and introduce the province's potential and strengths and call for cooperation, investment, and promote the province's socio-economic development. During the year, provincial leaders participated in high-level delegations of Party and State leaders such as: the President attended the Asia-Pacific Economic Cooperation (APEC) Summit Week in the United States; the Permanent Vice President of the National Assembly worked in Belgium, Portugal, and the European Parliament. In particular, at the Roundtable Discussion Program connecting US businesses and Vietnamese localities, Comrade Duong Van Thai, Member of the Party Central Committee, Secretary of the Bac Giang Provincial Party Committee attended and spoke at the program. In addition, the province coordinated with the Ministry of Foreign Affairs to organize a seminar on new trends in the world economy and their impact on production, export and investment of some northern localities in the province; participated in a number of international conferences and seminars organized by central ministries and branches, such as: The 12th Vietnam-France Cooperation Conference; "Meeting Korea" Conference; Online Conference of the Government on implementing economic diplomacy; Workshop "UKVFTA Agreement - Green and Fair Trade with Vietnam"; Kansai Meeting 2023 and Meeting Japan. Promote local cooperation

Implementing the Project to Promote Local-level International Cooperation of Bac Giang Province with Foreign Localities for the 2021-2025 period, the province has established the Steering Committee for Local-level International Cooperation and Overseas Vietnamese Affairs (NVNONN) of Bac Giang Province for the 2021-2030 period. In 2023, the People's Committee of Bac Giang Province signed a Memorandum of Understanding to establish a mechanism for discussing government cooperation with Nanning City, Guangxi Zhuang Autonomous Region, China. District-level agencies have signed 3 district-level cooperation agreements with foreign localities. Notably, economic diplomacy associated with promoting investment and trade in the province has many innovations and creative ways through the signing of a Memorandum of Understanding on cooperation to enhance cooperation in the economic and trade fields between specialized agencies of the province and China to facilitate customs clearance and export of lychees through border gates of China and provinces of Vietnam; Exchange with the US business delegation and the Vietnam Trade Office in the US to develop the market, promote the export of fresh lychee of the province to the US market. In order to build and connect the Bac Giang community abroad, with the support of the Department of Foreign Affairs, the Bac Giang Association in Korea and Japan was established. At the same time, the agencies in the province strengthen the connection with NVNONN associations and delegations to introduce and support the consumption of the province's agricultural products abroad. Currently, the province has 9 bilateral friendship associations at the provincial level, 64 associations, and member branches at the district level, equivalent to a total of more than 6,000 members participating in activities at all levels.

In the context of increasingly deep international economic integration, Bac Giang identifies foreign affairs as one of the province's priorities. In the coming time, the province will continue to promote investment promotion activities, attract foreign direct investment; mobilize official development assistance (ODA) capital in the province. Create a stable business environment, improve the investment environment, diversify forms of investment attraction. Develop export markets through strengthening trade promotion activities in potential countries, finding markets for the province's key products. Promote export production, make the most of mechanisms and policies to facilitate the export of goods. Continue to seek, connect, and exchange with foreign localities to promote the establishment of cooperative relations with Bac Giang province, focusing on localities of countries with economic cooperation relations, similar cultures and mutual strengths with the province such as Japan, Korea, China, etc.

In addition, Bac Giang will be proactive and innovative in cultural diplomacy and foreign information; promote the culture, image and people of Bac Giang in newspapers, radio and magazines of the Central and local levels, in foreign affairs events at home and abroad. Strengthen people-to-people diplomacy; consolidate the activities of bilateral friendship associations, Bac Giang overseas liaison committees. At the same time, maintain connections and mobilize Bac Giang fellow countrymen associations in countries, the NVNONN community to introduce and consume the province's products abroad. With the determination of local government leaders in implementing socio-economic goals and through foreign affairs activities; the image and position of a Bac Giang province with great development potential, a safe and successful destination in investment and business have been known to international friends.
