Chief of the State Duma, Federal Assembly, Russian Federation Diveikin said that the history of inter-parliamentary cooperation between the Russian Federation and Vietnam has a long history. In particular, recently, the Vietnamese National Assembly signed a cooperation agreement with the State Duma of the Federal Assembly of the Russian Federation in April 2009, re-signed in March 2013 and with the Federation Council of the Federal Assembly of the Russian Federation in November 2012. In 2018, the two sides signed an agreement on the establishment of an inter-parliamentary committee. Chief of the Office Diveikin affirmed that both agreements have been successfully implemented.
The Chief of the State Duma Office, Federal Assembly, Russian Federation hopes that in the coming time, the two sides need to increase exchanges in many new forms, especially the parliamentary mechanisms of the two sides covering all important bilateral areas.
Therefore, the two sides need to promote activities to match the dynamic development pace of inter-parliamentary cooperation.

On this occasion, the Chief of the State Duma Office, Federal Assembly, Russian Federation thanked the Secretary General of the National Assembly Bui Van Cuong, the Office of the National Assembly of Vietnam and the staff of the Embassy of Vietnam in the Russian Federation for working with the State Duma Office to prepare and organize the official visit of National Assembly Chairman Tran Thanh Man to Russia.
Secretary General of the National Assembly Bui Van Cuong said that in recent years, the Vietnam-Russia relationship in general and the relationship between the two countries' legislative bodies in particular have developed very well; he expressed his joy that the talks between the Chairman of the Vietnamese National Assembly and the Chairman of the State Duma yesterday morning were successful with many important contents.
Yesterday afternoon, National Assembly Chairman Tran Thanh Man had talks with Chairwoman of the Federation Council, Federal Assembly, Russian Federation Valentina Ivanovna Matvienko; the two sides successfully organized the 3rd Session of the Inter-Parliamentary Cooperation Committee of the National Assembly of Vietnam - State Duma of the Federal Assembly, Russian Federation.
According to Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong, Vietnam has learned and applied many elements from the model of state agencies of the former Soviet Union and the Russian Federation today; he believes that the Office of the Vietnamese National Assembly and the Office of the Russian State Duma have many things in common, and many areas and contents that can be exchanged and cooperated to contribute to enhancing the capacity of civil servants and improving operational efficiency.
However, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong also said that in recent times, the two Offices have mainly coordinated to serve the reception of high-ranking delegations of the two countries' National Assemblies visiting each other or through meetings on the sidelines of the IPU, AIPA, and APPF General Assemblies, without many delegation exchanges or experience sharing activities between the support agencies of the two countries' legislative bodies.
Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong emphasized that the signing of the Cooperation Agreement between the two Offices today is of great significance in contributing to enhancing capacity and enhancing mutual understanding and trust between civil servants of the two Offices. This is the first Cooperation Agreement between the advisory and support agencies of the two National Assemblies, a concrete step contributing to the effective implementation of the contents of the Cooperation Agreement between the National Assembly of Vietnam and the State Duma of the Russian Federation.
To effectively implement the content of the new Cooperation Agreement to be signed, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong suggested that the two sides consult on the effective implementation of the contents of the Talks between the Chairman of the National Assembly of Vietnam and the Chairman of the State Duma of Russia on September 9 and the Cooperation Agreement between the National Assembly of Vietnam and the State Duma of Russia signed in March 2013; the two Offices coordinate to resolve institutional difficulties in the implementation process.
The two sides coordinate to serve and welcome attentively and effectively high-level delegations and delegations of agencies of the National Assembly/State Duma visiting each other; coordinate in advisory work serving the legislative bodies of the two countries in bilateral and multilateral activities, especially within the framework of the IPU, AIPA, APPF General Assemblies, consulting and supporting each other's viewpoints; exchange information and experience in building, training and fostering a team of cadres, civil servants and workers; exchange information and experience in organizing information provision, press, publishing; digital libraries, digital museums, etc.
Study and establish a mechanism for regular delegation exchanges between the Office of the National Assembly of Vietnam and the Office of the State Duma, the National Assembly of the Russian Federation, sending one delegation each year to visit and work according to a rotating mechanism to exchange professional work. In addition, the two sides can organize cultural exchange activities between civil servants of the agencies assisting the National Assembly of the two countries.
On this occasion, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong respectfully invited the Chief of Office and the Office of the State Duma of Russia to visit and work in Vietnam in 2025 to continue to exchange work experiences and expand the contents and forms of cooperation between the two Offices.
At the working session, Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong and Chief of the State Duma Office, Federal Assembly, Russian Federation signed a memorandum of cooperation between the State Duma Office, Federal Assembly, Russian Federation and the Office of the National Assembly of Vietnam.
The two sides agreed as follows: to continue to strengthen and promote cooperation through various forms to serve the National Assemblies of the two countries in effectively performing their functions and tasks.
The Parties shall promote cooperation with the aim of expanding inter-parliamentary relations and strengthening the capacity of their units and staff through the exchange of information and experience, in accordance with the provisions of the laws of the Russian Federation and the Socialist Republic of Vietnam, in the following areas: Comparison of legal systems on the functions and tasks of the National Assemblies of the two countries; organization and operation of the bodies of the National Assemblies of the two countries; organization of the legislative process; supervision of executive bodies; organization of plenary sessions; provision of information and research materials to parliamentarians; provision of information and organization of tours and museums about the National Assembly for the people;
In addition, the two sides will cooperate in other areas of mutual interest such as exchanging delegations and sending officials for internships; the two sides will coordinate actions when organizing bilateral activities within the framework of official visits, in preparing for meetings of the Inter-Parliamentary Cooperation Committee between the State Duma of the Federal Assembly, the Russian Federation and the National Assembly of the Socialist Republic of Vietnam and other activities.
