Located at the northern gateway, Muong Lay Town has an important position in the socio-economic development and national defense and security of Dien Bien province. In each historical period, the town's cadres and cadre work have always received special attention and closely followed the local political tasks, aiming to build a team of creative, responsible "public servants", truly close, helpful and accompanying the people to unite and build the town. The town's Party Committee has focused on leading the promotion of "Studying and following the ideology, morality and lifestyle of Ho Chi Minh" in conjunction with the implementation of Resolution 4 of the Central Committee (term XI, term XII) and Conclusion No. 21-KL/TW of the Party Central Committee, term XIII, on Party building and rectification. Thereby, it has created a strong change in the awareness and actions of cadres and party members, gaining the consensus and trust of the people of all ethnic groups, which is an important factor for Muong Lay to successfully carry out revolutionary tasks in the new period.

The contents of registration to follow Uncle Ho by collectives and individuals are specific, clear, practical, not general. The contents of "following" by collectives are discussed and agreed upon within the Party Committee and Party cell; the contents of registration by individuals are reported to the Party cell so that the Party cell can contribute opinions. For leaders, managers, heads, and heads of agencies and units, the registration contents are made public with the Party Committee, Party cell, agency, and unit to monitor and supervise the implementation results. Thanks to that, many agencies and units have had creative ways of doing things.

Implementing the plan of the Provincial Party Committee Standing Committee and the guidance of the Provincial Party Committee's Propaganda Department, the Muong Lay Town Party Committee Standing Committee has developed a plan to study and follow Uncle Ho's example each year with specific topics. On that basis, it has directed units to develop specific regulations on ethical standards for cadres and civil servants, especially leaders and heads; research and develop specific solutions to raise awareness and responsibility of the collective and each individual in studying and following Ho Chi Minh's ideology, morality and style.

Party committees and leaders of many agencies and units have focused on breakthrough content to create clear changes. Timely grasp, remove and resolve difficulties and obstacles of cadres, party members and people, solve outstanding problems and issues that need to be done immediately. Thereby contributing to strengthening the trust of cadres, party members and people in the Party committees and authorities, bringing about internal solidarity and consensus among the people, contributing to the successful completion of the political tasks of the town. Typically: Na Lay Ward People's Committee "focuses on resolving problems and recommendations of the people so as not to prolong the situation; maintains and performs well the work of receiving citizens and receiving, handling and resolving petitions and complaints according to regulations"; The town's Medical Center "implements innovation in service style and attitude, aiming at patient satisfaction; carries out the work of reviewing and supplementing the planning; focuses on streamlining the payroll and restructuring the team of cadres, civil servants and public employees"; The Town Radio and Television Station "strictly implements broadcasting regulations; strengthens inspection and supervision of technological equipment"...

In particular, to solve the "problem" of employment after resettlement of Son La hydropower plant, the town has developed a program to study and follow Uncle Ho with the theme: "The problem of converting occupations of resettled households". Party committees, authorities, unions at all levels and agencies and organizations in the town have focused on training in livestock and poultry farming; fishing on the reservoir; establishing cooperatives and production teams with legal status to borrow capital and call for investment. Currently, the locality is also developing a plan to develop community tourism in the reservoir resettlement areas; reviewing and researching the conversion of vocational training methods in appropriate directions such as: exploiting and processing aquatic products, developing OCOP products, and at the same time finding markets for goods for resettled households.

The implementation of Directive No. 05 in the past time has achieved positive, quite comprehensive and synchronous results; increasingly permeating into social life, gradually creating changes in awareness and action in the Party Committee, political system and people of the town; has become a voluntary and regular work of the Party organization, government, cadres and party members. From there, Muong Lay town has been built and developed to become more civilized and beautiful.
