TPO – According to the inspection conclusion on the implementation of tasks in the past 2 school years by the Ministry of Education and Training in Vinh Phuc province, Yen Lac High School, Yen Lac district has many illegal collections, including a percentage of the collection fee for school uniforms for teachers.
The inspection of the implementation of school year tasks at the local level was carried out in many units from the Department of Education and Training, the Departments of Education and Training and a number of schools at all levels on contents such as: implementation of the 2018 general education program, teacher arrangement and training, purchase and use of textbooks, revenue and expenditure, etc.
Specifically, according to the inspection conclusion, Yen Lac High School has a plan to implement revenue and expenditure items for the 2022-2023 and 2023-2024 school years. The Department of Education and Training of Vinh Phuc has announced the results of the appraisal and approval of the plan to implement revenue and expenditure items outside the budget.
However, after the Department approved, this school did not have any written notice of the collection. The minutes of the parent meetings of each class did not show evidence of discussion about the expected collection and expenditure, agreed upon and voluntarily according to regulations.
Some of the collection contents in the plan are not included in the regulations in Resolution 11 of the Provincial People's Council such as: collecting fees for seats for students, fees for school records, collecting funds for the parents' association... In addition, the classes using air conditioning at the school collect electricity bills for each class but have not been approved by the Department of Education and Training.

The inspection conclusion of the Ministry of Education and Training also pointed out that some of the school's collections were implemented incorrectly, including the school's collection of Personal Insurance at 100,000 VND/student while the Vinh Phuc Department of Education and Training approved this as a voluntary collection.
The resolution of the school's Parents' Committee that collects 2% of the personal insurance premium for homeroom teachers and 2% of the uniform premium for homeroom teachers is not in accordance with regulations.
In addition, the minutes of the parent-teacher meeting did not discuss the collection level of the parent-teacher association fund. The school also did not have information about the collection level of the parent-teacher association of each class, which is not in accordance with the regulations on the responsibilities of the principal and homeroom teacher.
According to the report, in the 2023-2024 school year, Yen Lac High School has an internal inspection plan and established an inspection board. However, the school's inspection plans do not have clear focus and key points, and do not prioritize pressing issues such as extra teaching, extra learning, and fees collected at the beginning of the school year.
The school has a teacher ratio of 1.95 teachers/class, which is less than the prescribed norm. Specifically, there is a shortage of 11 teachers, mainly in subjects such as Literature, English, and Information Technology, and there are no teachers for Fine Arts and Music. In addition, the school has not been provided with additional minimum teaching equipment to serve the 2018 general education program for grades 10 and 11.
"The responsibility for the limitations and shortcomings lies with the Principal, Vice Principal and the implementing staff," the conclusion stated.
