Diseases that are treated with one-time social insurance
The Ministry of Health has issued Circular 18/2022, effective from February 15, 2023, stipulating that cases of illness eligible for one-time social insurance include: People with one of the life-threatening diseases such as cancer, paralysis, cirrhosis, leprosy, severe tuberculosis, HIV infection that has progressed to AIDS. People with illnesses that reduce their ability to work by 81% or more and cannot control themselves, cannot live on their own and need complete care.
Thus, the new circular has shortened the conditions for withdrawing social insurance at one time compared to Circular 56/2017. Previously, workers with life-threatening diseases had to simultaneously meet the condition of being unable to live independently and needing a caregiver. The second group is workers with other diseases that reduce their ability to work or have a disability of 81% or more and are unable to live independently and need a full caregiver.
The remaining cases that are eligible for one-time withdrawal of social insurance are still maintained as in Circular 56/2017, including: Employees who are old enough to receive pension but have not paid social insurance for 20 years and want to withdraw; female full-time employees in communes and wards who retire at the age of 55 and have paid social insurance for 15 to under 20 years; people who settle abroad; some cases in the armed forces when demobilized, discharged, or quit their jobs without meeting the conditions for receiving pension.
One-time social insurance benefit level
The Law on Social Insurance 2014 stipulates the one-time social insurance benefit level in 2023 as follows:
For cases of compulsory social insurance participation, the one-time social insurance benefit in 2023 is calculated based on the number of years of social insurance contributions, each year is calculated as follows: 1.5 months of the average monthly salary for social insurance contributions for years of contribution before 2014; 2 months of the average monthly salary for social insurance contributions for years of contribution from 2014 onwards.
In case the period of social insurance payment is less than one year, the one-time social insurance benefit is calculated at 22% of the monthly salary for which social insurance has been paid, the maximum level is equal to 2 months of the average monthly salary for which social insurance has been paid.
For employees who are officers and professional soldiers of the People's Army; professional officers and non-commissioned officers; officers and non-commissioned officers of the People's Public Security; people working in the secret service receiving salaries as soldiers; non-commissioned officers and soldiers of the People's Army; non-commissioned officers and soldiers of the People's Public Security serving for a limited period; military, police and secret service students who are studying and are entitled to living expenses but have paid social insurance for less than one year, the social insurance benefit level is equal to the amount paid, with the maximum level being equal to 2 months of the average monthly salary for social insurance payment.
For voluntary social insurance participation, the one-time social insurance benefit is calculated based on the number of years of social insurance contribution, each year is calculated as follows: 1.5 months of average monthly social insurance contribution income for years of contribution before 2014; 2 months of average monthly social insurance contribution income for years of contribution from 2014 onwards.
In case the social insurance payment period is less than one year, the social insurance benefit is equal to the amount paid, the maximum level is equal to 2 months of the average monthly income for social insurance payment.
Procedures for settling one-time social insurance benefits
Pursuant to Article 109 of the Law on Social Insurance and Point 9, Section III, Part B, administrative procedures under the jurisdiction of Vietnam Social Security issued together with Decision No. 222/QD-BHXH dated February 25, 2020 of the General Director of Vietnam Social Security;
Profile components:
- Original social insurance book;
- Original Application Form (Form No. 14-HSB);
- For those who go abroad to settle down, they must submit a copy of the Certificate of the competent authority on the renunciation of Vietnamese nationality or a certified or notarized Vietnamese translation of one of the following documents: Passport issued by a foreign country; Visa issued by a competent foreign authority confirming permission to enter the country for the reason of settling down abroad; Document confirming the procedure for obtaining foreign nationality; Document confirming or permanent residence card or residence card with a term of 5 years or more issued by a competent foreign authority;
- In case of life-threatening diseases such as cancer, paralysis, cirrhosis, leprosy, severe tuberculosis, HIV infection progressing to AIDS stage: Excerpt/summary of medical records. If suffering from other diseases, replace with the Medical Assessment Council's assessment of a reduction of 81% or more of working capacity, showing the inability to take care of oneself;
- In case of payment of medical examination fees, there must be additional invoices and receipts for collection of fees and examination fees;
- Original copy of Personal Declaration on time and area of service in the Army with regional allowance (Form No. 04B-HBQP issued with Circular No. 136/2020/TT-BQP dated October 29, 2020) for those who served in the Army before January 1, 2007 in an area with regional allowance but the Social Insurance book does not fully show the information used as a basis for calculating the regional allowance.

Processing time: Maximum 5 working days from the date the Social Security agency receives complete documents as prescribed.
