TPO - Former Deputy Chairman of the Economic Committee Nguyen Duc Kien said that currently, the construction of social housing has not focused on balancing with people's salaries and incomes, so most people still have difficulty accessing social housing.
Delays and confusion in appraisal and approval
The National Assembly's Supervisory Delegation recently worked with the Government on the topic "Implementation of policies and laws on real estate market management and social housing development from 2015 to 2023".
According to Minister of Construction Nguyen Thanh Nghi, from 2015 to present, the whole country has about 800 social housing projects implemented with a scale of 567,042 units.
Regarding the Project to invest in building at least 1 million social housing apartments, in the period of 2021 - 2023, 1,316 land plots with a scale of 8,611 hectares have been planned. There are 499 projects implemented with a scale of 411,250 apartments, of which 72 projects with a scale of 38,128 apartments have been completed.
With the VND120,000 billion program for lending to investors and buyers of social housing, worker housing, and apartment renovation and reconstruction projects, banks have committed to providing credit to 15 projects; of which 8 projects in 7 localities have been disbursed.
Regarding the policy of supporting housing targets, by the end of 2023, the whole country has completed support for 339,176 meritorious households, reaching a rate of 96.7%.
According to Mr. Nghi, up to now, most beneficiaries of social housing policies have had access to State loans through the Social Policy Bank to buy, lease-purchase social housing or build new, renovate and repair houses for living... However, Minister of Construction Nguyen Thanh Nghi also said that the regulations on procedures for selecting investors and processes.
Incentive regulations for investors, especially social housing projects for rent, have not encouraged economic sectors to participate. In addition, the verification of subjects and conditions for purchasing, leasing, and renting social housing still faces many difficulties, and the time for reviewing documents is prolonged. Resources for implementing the social housing loan program are still limited.
The reason is that many localities have not paid attention to developing social housing and housing for workers in industrial parks; have not included targets for developing social housing and housing for workers in the 5-year and annual socio-economic development plans.
Not balanced with salary and income
Former Deputy Chairman of the Economic Committee Nguyen Duc Kien said that currently, the construction of social housing has not focused on balancing with people's salaries and incomes, so most people still have difficulty accessing social housing.
According to Mr. Kien, the Government needs to request the Ministry of Finance, Ministry of Construction, Ministry of Natural Resources and Environment and related ministries and branches to resolve the above shortcomings.

Regarding the settlement of real estate projects that are behind schedule or have to stop, Standing Member of the Economic Committee Phan Duc Hieu asked the Government to clarify the typical legal problems encountered in order to have a solution.
In addition, through monitoring, it shows that the current investment procedure includes many steps, stages, and procedures, so we request the Government to clarify whether the investment procedure is unified or depends on each subject?
In his speech, Vice Chairman of the National Assembly Nguyen Duc Hai emphasized that the promotion of social housing development has partly met the needs of low-income earners, workers in industrial zones and policy beneficiaries. However, when the Law on Land, Housing and the Law on Real Estate Business were passed and took effect from August 1, many difficulties and obstacles were resolved, but there are also many difficulties and it is necessary to continue to amend related laws.
According to the Vice Chairman of the National Assembly, the limitations and shortcomings in the management of the real estate market and the development of social housing have both subjective and objective causes that have been pointed out and need to be clarified further in the report.
