Temporary collection for 3 months (paid from September 4 to September 25, 2024)....

Regarding this, responding to the press, Mr. Ngo Xuan Luong, Principal of Hong Duc Primary, Secondary and High School informed: Hong Duc Primary, Secondary and High School is under Hong Duc University. The above tuition fee signed by the Principal of Hong Duc University is the provisional fee, while waiting to submit to the People's Council of Thanh Hoa province and ask for the opinion of the Ministry of Education and Training. We quote from the school's provisional tuition fee collection plan to temporarily collect for 3 months. Currently, the school is waiting for the Provincial People's Council and the Department of Education and Training of Thanh Hoa to issue the official fee decision. At that time, if the fee is lower, the school will return it, if it is higher, parents will have to pay more.

It is known that after the decision to establish the school (March 2023), the 2024-2025 school year is the second year the school organizes enrollment and activities. On October 30, 2024, the Ministry of Education and Training sent a document to the Thanh Hoa Department of Education and Training regarding the implementation of tuition collection for Hong Duc Primary, Secondary and High School under Hong Duc University.

“For educational institutions that self-insure regular expenses, educational institutions that self-insure regular expenses and investment expenses: Educational institutions establish tuition fees based on economic-technical norms and cost norms, and submit them to the People's Committee for consideration and approval by the Provincial People's Council."

Also according to the official dispatch of the Ministry of Education and Training, Hong Duc Primary, Secondary and High School is a general institution with many levels of education, implementing a mechanism of autonomy in regular expenditures, having legal status, separate accounts and seals... but has not yet developed a financial autonomy plan according to regulations... At the same time, the People's Committee of Thanh Hoa province has not yet issued economic - technical norms and methods for establishing educational service prices... according to regulations.

Therefore, the Ministry of Education and Training requests the Department of Education and Training of Thanh Hoa to coordinate with relevant units to advise the Provincial People's Committee to direct Hong Duc Primary, Secondary and High School to develop a financial autonomy plan, report to Hong Duc University for appraisal and approval according to regulations. After that, the Department of Education and Training reports to the Provincial People's Committee to submit to the Thanh Hoa Provincial People's Council to approve the tuition fees of Hong Duc Primary, Secondary and High School according to its authority and regulations of law.
