Accordingly, Ms. Tran Thi Thuy Ha, former Vice Head of English Department B, was disciplined and forced to quit her job and have her labor contract terminated from February 24.

Mr. Vu Van Hoa, who previously submitted a retirement application, approved by the principal, will begin his retirement from March 1.

Mr. Nguyen Van Hoc and Mr. Le Anh Sac, Deputy Head of the Training Management Department, were both disciplined with reprimand, dismissal from office, and transferred to another unit from February 25.

In particular, Mr. Nguyen Van Hoc was identified as signing a number of graduation certificates and certificates of completion of the second degree program for students. Mr. Le Anh Sac signed certificates confirming a number of full-course transcripts in violation of regulations.

Two employees of the Training Management Department were disciplined with a reprimand and transferred to another unit.

Dan Tri previously reported that in 2021 and 2022, at Hanoi University of Business and Technology, there were nominal English second degree university classes.

The training process involved a number of teachers in the school, but at the end of the course, when receiving the diploma, the students received a notice of conclusion from the Inspectorate of the University of Business and Technology stating that, in the 2020-2021 school year, the school did not organize enrollment for the second degree in English Language and the Principal did not allow any second degree classes to be placed nor did he sign a training cooperation contract with any unit outside the school.

According to the school's inspection conclusion, the organization of the training for the above 2nd degree classes was organized by Ms. Tran Thi Thuy Ha, Deputy Head of the English B Department of the school, not representing the school.

However, the decisions to recognize admission to the above-mentioned second-degree classes were signed by the Vice Principal in charge of training at Hanoi Technical College. The school explained that "the decision is invalid because the Vice Principal signed it without the Principal's authorization."

After one year, students in this program do not receive a diploma or degree pathway.

Regarding this issue, the school representative said that from the 2020-2021 school year up to now, the school has not organized enrollment for English language training and has not collected fees from students for these second degree classes.

The opening of the class was due to some individuals in the school who organized it against regulations and did not report it to the school. Afterwards, the school established an inspection team and proposed disciplinary action against the staff involved in the second degree training.

Regarding the rights of learners, the school representative said that because the school does not open classes, does not collect, manage, or use tuition fees for second degree classes, learners who want to resolve all issues related to their rights, including tuition fees, need to work directly with individuals and facilities that have opened classes, organized training, and collected tuition fees to resolve this issue.
