On the morning of April 25, in Ha Long City, the Ministry of National Defense held a ceremony to announce the decision to establish the 19th Army Corps and to hand over the Quyet Thang Military Flag, the flag symbolizing the tradition of "Quyet chien, quyet thang" of the Vietnam People's Army. Attending the conference were comrades: General Nguyen Tan Cuong, member of the Party Central Committee, Chief of the General Staff, Deputy Minister of National Defense; Lieutenant General Vu Hai San, member of the Party Central Committee, Deputy Minister of National Defense; Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Quang Ninh Province, and leaders of relevant ministries, branches and units.

On April 14, 2025, the Ministry of National Defense issued Decision No. 1535/QD-BQP on the establishment of the 19th Army Corps , formerly the Northeast Corporation. This is not only a significant event in terms of force organization in the Vietnam People's Army, but also a milestone marking a new development step of the unit - from an economic-defense corporation to a regular, modern Army Corps, continuing to carry out the mission of production and business closely combined with military and defense tasks in the mineral areas and border corridors, seas and islands of Quang Ninh province and some key strategic areas, such as the Central Highlands and South Central Coast.

Accordingly, the 19th Corps established 3 reserve engineering brigades as strategic reserve forces; coordinated to carry out civil defense, regional defense and important tasks under the direction of the Ministry of National Defense in key and strategic areas of the Fatherland.

On behalf of the Central Military Commission and the Ministry of National Defense, General Nguyen Tan Cuong, member of the Party Central Committee, Chief of the General Staff, Deputy Minister of National Defense, proposed: Corps 19 quickly stabilize its organization and staffing in the current conditions of military numbers, assign and assign specific tasks; prepare well in all aspects to organize the announcement of the Decision to establish 3 reserve Engineering Brigades under Corps 19; organize military training to ensure quality to meet the requirements of the task. Along with that, quickly develop and promulgate regulations and rules on each aspect of work; supplement, perfect, maintain discipline, order, regimes, regulations, principles in daily life, work to ensure regularity, science, high combat readiness. Carry out production, business, logistics, and technical work well. At the same time, regularly pay attention to improving facilities and improving the lives of officers and soldiers in the unit.

He suggested: The Corps should focus on leading, directing, and performing well the functions and tasks of the production labor force, aiming at realizing the general goal of "Safety, innovation, efficiency, and development". In the immediate future, successfully complete projects and construction items, especially transitional projects and new mine projects; speed up the implementation of key projects on green economy and circular economy associated with the implementation of military and defense tasks; fulfill its obligations to the State, and effectively contribute to the overall development of the Ministry of National Defense and the localities where the unit performs its tasks.

Focus on building a truly clean and strong Party Committee of the Army Corps; build solidarity in leadership, command, internal solidarity, military-civilian solidarity, harmoniously resolve working relationships and build a comprehensively strong unit that is "exemplary and typical".
