On the morning of October 30, at Kim Lien commune, Nam Dan district, the Standing Committee of the Provincial Fatherland Front Committee organized a public consultation on the project to expand and renovate National Highway 46, Vinh - Nam Dan section, Nghe An province.

The Vinh – Nam Dan route is a route located on National Highway 46, starting at Cua Lo port and ending at Thanh Thuy border gate with a total length of 82km. The Vinh – Nam Dan route connects large industrial parks in Nghe An province such as VSIP Nghe An, Nam Giang industrial cluster, etc.

As a route connecting relic sites such as Truong Bon Historical Relic Site, especially Kim Lien Special National Relic Site, etc., it annually serves a large number of tourists from all over the country, especially during anniversaries and major holidays.

The current status of this section of the route has been upgraded since 2001, so the scale is not uniform, the drainage system, sidewalks, trees, and lighting are invested in a patchwork and unsynchronized manner, so they have degraded, do not ensure urban aesthetics, and do not meet and match the importance and approved planning. To ensure traffic safety, improve the quality of infrastructure; gradually improve traffic capacity, the renovation, upgrading, and expansion of National Highway 46, Vinh City - Nam Dan Town section, is extremely necessary.

The project to expand and renovate National Highway 46, Vinh - Nam Dan section, is about 10.36km long, passing through many residential areas of 5 communes of Nam Dan district, including Nam Giang, Kim Lien, Hung Tien, Nam Linh and Xuan Hoa communes, with more than 400 households directly affected by the project.

Discussing at the conference, the opinions of the leaders of the People's Committee, the Vietnam Fatherland Front Committee of the communes, the executive committees of the villages and hamlets, and representatives of households directly affected by the project expressed high consensus and support for the policy of expanding and renovating National Highway 46, Vinh - Nam Dan section, Nghe An province.

The opinions of interested delegates suggested clarifying the project scale, design and construction solutions; at the same time, discussing thoughts, aspirations, difficulties and problems that have occurred, recommendations and proposals for the State to pay attention to having a satisfactory compensation policy to ensure the rights of the people; especially providing solutions to help the project be built, deployed and implemented promptly and effectively, limiting shortcomings, contributing to promoting the economic and social development of Nam Dan district in particular, Nghe An province in general.

Expressing agreement with the policy of expanding and renovating National Highway 46, Vinh - Nam Dan section, is necessary to meet the travel and trade needs of the people, serving the socio-economic development of the localities, Mr. Dang Hoang Linh - Secretary of the Party Committee of Nam Giang commune suggested that the project should expand the intersection to Provincial Road 539 towards Kim Lien commune, and at the same time let the local people know clearly whether the raw water line will be transferred through Vinh city, the southern canal section of Cau Muou needs to be deep to drain water for people's lives.

Mr. Phan Van An, a resident of Kim Lien commune, said that when the project is implemented, the roads will be beautiful, the houses will be beautiful, and he requested the construction unit to synchronize telecommunications infrastructure and electricity lines to ensure aesthetics and traffic safety. At the same time, it is necessary to determine appropriate land prices for each locality so that the compensation policy is satisfactory to ensure the legal rights of people affected by the project; when constructing, there must be a suitable construction plan and method to limit the impact on people's lives and production activities.

Recording the opinions of community representatives, representatives of Project Management Board 85 informed and explained the contents that community representatives were still concerned about; grasped and synthesized the opinions of the community where the project was implemented for timely adjustment.

The Standing Committee of the Provincial Fatherland Front Committee requested the Project Management Board to promptly provide complete and detailed documents on the project, proactively coordinate with local authorities in disseminating information to help people understand and agree so that the implementation process is smooth.
