How does Lao Cai guide the assessment scale for cadres and civil servants to streamline?

Lao Cai province will conduct assessment and classification of staff to streamline and serve the merger process.

According to the guidance of Lao Cai Provincial People's Committee, from now until the merger of provincial administrative units, there will be 4 phases of resolving the leave regime: Phase 1, resolving the regime for those who quit their jobs on June 1, 2025. Phase 2, resolving the regime for those who quit their jobs on July 1, 2025 (starting to resolve the regime for those affected by the arrangement of commune-level administrative units and the implementation of the 2-level local government model). Phase 3, resolving the regime for those who quit their jobs on August 1, 2025. Phase 4, resolving the regime for those who quit their jobs on September 1, 2025 (starting to resolve the regime for those affected by the merger of provincial administrative units).

Regarding time, before the 1st of each month, agencies and units must send a written request with a list, implementation budget and records for cases of resignation at the time of the following month to the Department of Home Affairs (for agencies and units belonging to the State sector); to the Provincial Party Committee's Organization Board (for agencies and units belonging to the Party and Mass Organization sectors).

Before the 15th of each month, the Department of Home Affairs and the Provincial Party Committee's Organization Board send the Department of Finance to review the budget for resolving policies and regimes.

Before the 22nd of each month, the Department of Finance shall send a document on the examination of the budget for implementing the regime and policies to the following units: Department of Home Affairs, Provincial Party Committee Organization Board.

Before the 25th of each month, the Department of Home Affairs shall submit to the Provincial People's Committee for approval the list and budget for implementing policies and regimes for cadres, civil servants, public employees and workers according to regulations.

The assessment content is shown on a 100-point scale. Part I (maximum 75 points) will be assessed based on the individual's performance in the last 3 years according to criteria on moral qualities, sense of responsibility, sense of discipline, and discipline in performing tasks...

Evaluation results in this part I from 70 points or more (allowed to stay and work); below 70 points (considered to stay and work or may have to quit).

For part II (maximum 25 points), the professional qualifications, training major will be assessed; the individual's health meets the requirements of the task; the individual's remaining working time calculated up to the date of retirement age according to the provisions of law.
