On January 15, Chairman of Nam Dinh Provincial People's Committee Pham Dinh Nghi, along with leaders of departments, branches, Secretary and Chairman of Nghia Hung District People's Committee, had a dialogue with representatives of households whose aquaculture ponds in Con Xanh area were recovered.
More than 400 households whose 800 hectares of marshland were confiscated sent 5 representatives to dialogue with Nam Dinh province leaders.
This is the fourth dialogue between Nam Dinh province leaders and households whose aquaculture lagoons in the Con Xanh area have been confiscated, but they have yet to find a common voice.
The key content and also the issue that people are most concerned and worried about is the origin of the marshland in the Con Xanh area; the legal basis for Nam Dinh to reclaim without compensation and hand it over to businesses to carry out economic projects; and concerns about environmental issues when Xuan Thien Group carries out a steel production project in the coastal area.
In addition, people are concerned that the allocation of a large coastal land fund will affect national defense and security, and protect the security of the sea area when this project occupies most of the coastal area of Nghia Hung.
People have petitioned and requested the provincial leaders to cancel the notice directing relevant units to announce the plan and roadmap for stopping electricity and water supply for land areas in Con Xanh area that have expired land lease terms according to regulations; reflecting errors in the list of community consultations on the 1/500 detailed planning of the projects.
The Chairman of the Nam Dinh Provincial People's Committee acknowledged the cooperation and goodwill of the people when participating in the public, transparent and democratic dialogue; the people present at the direct dialogue all complied and maintained order so that the sectors could answer questions and recommendations raised by the people's representatives.
"The province's assignment of functional units to stop supplying electricity and water to land areas in Con Xanh area where the land lease term has expired according to regulations is to ensure the procedures and regulations of site clearance work. Therefore, the Provincial People's Committee acknowledges the people's recommendations, assigns Nghia Hung district and related units to advise and provide opinions so that competent authorities can make appropriate decisions on the time limit and roadmap for cutting off electricity and water," said Chairman of Nam Dinh Provincial People's Committee Pham Dinh Nghi.
According to the Chairman of Nam Dinh province, attracting investment in projects of Xuan Thien Group Joint Stock Company in Con Xanh area is in line with the policy; these projects are of great significance to the socio-economic development of Nghia Hung district and the province; contributing to the shift of economic and labor structure, increasing State budget revenue and improving the lives of local people.
The land fund for this group of projects is land under the management of the State. The investment procedures, site clearance, and implementation of this group of projects have been carried out methodically and carefully in accordance with regulations.
The Chairman of Nam Dinh Provincial People's Committee affirmed that departments, branches and provincial leaders are always ready to dialogue with the people.
Also at the dialogue, Director of the Department of Natural Resources and Environment of Nam Dinh province Pham Van Son said that for the area of lagoon reclaimed to hand over to Xuan Thien Group Joint Stock Company to carry out 3 projects, the land area inside the dike (in Con Xanh) will not be compensated because the land lease term has expired. A part of the land west of Con Xanh (the area outside the dike, adjacent to the Day River mouth) will still be compensated because the contract term is still valid.
However, the households gave many examples and did not accept these answers.
Previously, Xuan Thien Group Joint Stock Company had committed to support the cost for households returning land for the project at the rate of 30 million VND/ha. However, at the dialogue session, representatives of aquaculture farmers in the Con Xanh area did not agree and asked not to receive the above support amount.
On October 20, 2023, the People's Committee of Nghia Hung district issued a notice (first time) on the relocation of assets and termination of aquaculture activities in the Con Xanh area, Nghia Hung district. On November 1, 2023, the People's Committee of Nghia Hung district issued a second notice on this relocation.
