According to the report of VICO Quang Tri Company, in 2021, the Company was granted a license by the Ministry of Natural Resources and Environment to exploit open-pit white sand with an area of ​​446 hectares at the intersection area of ​​the communes: Hai Thuong, Hai Dinh, Hai Hung, Hai Lam and Hai Ba commune, Hai Lang district, with an exploited reserve of 15.93 million tons, and a licensing period of 29 years.

Regarding production and business activities, in the first 6 months of 2024, the company's revenue from mineral-related activities reached more than 18.4 billion VND with an exploited output of 44,971 tons. In 2023 alone, the Company paid more than 54.7 billion VND to the State budget.

Besides, the Company has created long-term jobs for about 300 local workers with an income of 8.5 million VND/person/month.

According to the licensed mining capacity, the Company's annual land use demand for mining is about 16.7 hectares. However, from 2016 to June 2024, the area granted to the Company annually is about 9.98 hectares, so production must be stopped frequently due to lack of raw materials.

At the meeting, the representative of the leadership of VICO Quang Tri Investment and Mineral Joint Stock Company proposed that the People's Committee of Quang Tri province, departments, branches and localities support and create conditions for the Company to register for inclusion in the annual land use plan list with an area guaranteed for each 5-year cycle/time so that the Company has time to carry out legal procedures, avoid having to stop production while waiting for raw material areas for exploitation, production and some related contents on changing the purpose of forest use, site clearance to create conditions for the Company to develop production.

To resolve the difficulties for VICO Quang Tri Investment and Mineral Joint Stock Company, Vice Chairman Ha Sy Dong requested the Department of Natural Resources and Environment to coordinate with the Department of Planning and Investment to guide the preparation of a 5-year land use plan. In addition, the Department of Agriculture and Rural Development was assigned to speed up the procedures for changing forest use purposes; the Department of Natural Resources and Environment was assigned to preside over the granting of additional areas that had been licensed by the Ministry of Natural Resources and Environment in accordance with regulations. Report to the People's Committee of Quang Tri province on any difficulties, if any, to take timely measures to support the Company to operate on schedule, without interrupting investment.

Standing Vice Chairman of Quang Tri Provincial People's Committee Ha Sy Dong also requested departments and Hai Lang district, based on their assigned functions and tasks, to continue to accompany and remove obstacles for investors, contributing to improving the investment and business environment and socio-economic development in the province.
