Hiep Hoa Urban Area Project has an area of ​​293 hectares, reclaiming land from about 1,700 households and individuals with 3,079 land plots.

The project aims to build a new, modern urban area and service complex in harmony with the natural landscape. The project is divided into 6 phases, implemented within 12 years from the date of investment policy approval (2023-2035); the operating period is 50 years according to the Investment Law.

At the dialogue on December 13, most of the opinions expressed agreement with the policy of implementing the Hiep Hoa urban area project to contribute to changing the appearance of Bien Hoa city.

The people requested the authorities of Dong Nai province and Bien Hoa city to clarify the benefits of the project for local people; promptly announce compensation prices when reclaiming land, compensation policies, support and resettlement areas. Along with that, pay attention to protecting the natural landscape and historical relics on Cu Lao Pho land.

For example, Mr. Nguyen Van Hung suggested that the government announce land compensation prices so that people know before a decision is made to reclaim land; suggested that the compensation price should be the same so that people are less disadvantaged.

Chairman of Dong Nai Provincial People's Committee Vo Tan Duc said that Hiep Hoa Urban Area is the first project that the province has selected investors for according to new regulations. The project aims to create a model urban area with a synchronous ecosystem, so that not only Bien Hoa City residents but also Dong Nai province and neighboring provinces can enjoy it.

The consortium of investors needs to fully exercise their rights and responsibilities; allocate resources to meet the requirements on compensation progress, construction investment, and soon put the project into operation to create a highlight for Bien Hoa City and create a living space for the people.

The Chairman of Dong Nai Provincial People's Committee requested Bien Hoa City to coordinate with relevant parties to complete compensation, support and resettlement according to the set schedule. The viewpoint is that compensation, support and resettlement must put the interests and rights of the people first. People in the project area accompany the government in implementing the land acquisition plan and continue to contribute ideas in a constructive spirit, for the common goal.

Secretary of Dong Nai Provincial Party Committee Nguyen Hong Linh assessed that Hiep Hoa Islet is a land with many economic, historical and cultural values, but it has not yet developed to its full potential, has no highlights, and has not created a good living space for the people. To revive the vitality of a commercial port "on the wharf, under the boat" as before, it is necessary to re-plan and invest in projects.

Sharing the concerns of the people, Provincial Party Secretary Nguyen Hong Linh said that when this project is formed, Cu Lao Pho will still be the green lung of the city, because 38% of the area is still green. Including green land, traffic and welfare works, the public area is about 60%, the commercial area is only nearly 40%.

The Secretary of Dong Nai Provincial Party Committee requested Party committees and authorities at all levels to build the best policy framework for the people; compensation, support and resettlement policies must meet the aspirations of the majority of people, be suitable to actual conditions and in accordance with legal policies.

According to Provincial Party Secretary Nguyen Hong Linh, it is necessary to implement land recovery steps in accordance with regulations. Priority should be given to clearing the site for resettlement area construction first so that people can stabilize their lives. It is necessary to ensure that all people whose land is recovered in accordance with the law are resettled on the spot and enjoy the values ​​brought by the project.

When the government has a compensation policy, investors must quickly pay the people; ensure resources to implement the project to the end, on schedule, not half-heartedly.
