In recent times, the Provincial People's Council and local authorities at all levels have always paid attention to listening to and resolving voters' opinions and recommendations. Many issues and recommendations from voters have been resolved promptly and thoroughly, contributing to strengthening people's trust in the People's Council delegates and local authorities.

Pursuant to Official Dispatch No. 393/HĐND-VP dated August 28, 2024 of the Standing Committee of the Provincial People's Council on the proposal to resolve and respond to voters' petitions after the twenty-first session of the 15th Provincial People's Council; Report No. 07/BC-MTTQ-BTT dated August 22, 2024 of the Standing Committee of the Provincial Vietnam Fatherland Front Committee on synthesizing voters' opinions and petitions after the twenty-first session of the 15th Provincial People's Council for the 2021-2026 term, the Provincial People's Committee has requested Heads of provincial departments, branches and sectors, Chairmen of People's Committees of districts and cities to focus on resolving voters' petitions (Official Dispatch No. 3495/UBND-TH dated August 30, 2024); based on the implementation results of units and localities, the Provincial People's Committee reports the results as follows:

ON INFRASTRUCTURE INVESTMENT AND POPULATION STABILITY

Voters of Muong Kim commune, Than Uyen district: Propose the Provincial People's Committee to direct the investor to speed up the construction progress of Cu Thang irrigation project so that people can soon have water for irrigation.

The Provincial People's Committee responded as follows:
On August 27, 2024, the Provincial People's Committee directed the Project Management Board for Investment in Construction of Agricultural and Rural Development Works to focus on completing procedures and speeding up construction progress; currently, the Project Management Board is coordinating with the People's Committee of Than Uyen district in the work of handing over landmarks and site clearance scope, expected to start construction in October 2024, and complete the entire project in June 2025.

Voters of Pa Ve Su commune, Muong Te district: Propose the Provincial People's Committee to direct competent authorities to consider connecting the national grid to households in the above group of Khoang Then village, Pa Ve Su commune (about 20 households)

The Provincial People's Committee responded as follows:

The Provincial People's Committee has assigned Lai Chau Electricity Company to direct the inspection and propose a plan. The results of the inspection and verification of the reality by Muong Te Electricity Company determined that: Currently, Khoang Then village, Pa Ve Su commune, Muong Te district has access to the national grid, however, there are about 20 newly separated households and people who have not yet used the national grid, the distance from the farthest household to the low-voltage line after Seo Then B substation is about 2 km.

In order to provide electricity to the above 20 households soon, the Provincial People's Committee has directed Lai Chau Power Company to continue reporting to the Northern Power Corporation for attention and arranging the Group's capital in the investment plan for the period 2024-2025 to invest in electricity for the households; at the same time, directing the People's Committee of Muong Te district to proactively arrange the allocated public investment capital sources and mobilize other legal capital sources for investment according to the direction of the Chairman of the Provincial People's Committee in Official Dispatch No. 1178/UBND-KTN dated April 4, 2023 and No. 4121/UBND-KTN dated October 27, 2023.

ON REGIMES AND POLICIES

Voters of Trung Chai commune, Nam Nhun district: Request the Provincial People's Committee to consider and amend Decision No. 39/2017/QD-UBND dated August 24, 20217 of the Provincial People's Committee in accordance with the principles of applying allowances for cadres and civil servants performing the task of receiving citizens, handling complaints, denunciations, petitions and reflections at the Citizen Reception Office or the citizen reception location prescribed in Decree No. 64/2014/ND-CP dated June 26, 2014 of the Government, Circular No. 320/2016/TT-BTC dated December 14, 2016 of the Minister of Finance.

The Provincial People's Committee responded as follows:

- Pursuant to Clause 2, Article 7 of Circular No. 320/2016/TT-BTC dated December 14, 2016 of the Minister of Finance, it is stipulated that: "Based on the actual situation in the locality and the ability to balance the local budget, the Provincial People's Committee shall submit to the People's Council of the same level for decision on the specific content and expenditure levels as appropriate...". The Provincial People's Committee has submitted to the Provincial People's Council to issue Resolution No. 13/2017/NQ-HDND dated July 14, 2017 on regulations on compensation regime for people performing the task of receiving citizens, handling complaints, denunciations, recommendations and reflections in Lai Chau province and the Provincial People's Committee has issued Decision No. 39/2017/QD-UBND dated August 24, 2017 on regulations on the implementation of compensation regime for people performing the task of receiving citizens, handling complaints, denunciations, recommendations and reflections in the province.

- Clause 3, Article 1 of Resolution No. 13/2017/NQ-HDND stipulates the following principles of application: “The allowance is calculated based on actual working days for those performing the task of receiving citizens, handling complaints, denunciations, recommendations, and reflections at the citizen reception office and citizen reception location specified in Clause 1 and the subjects specified in Clause 2 of this Article. In case these subjects participate in receiving citizens, handling complaints, denunciations, recommendations, and reflections at the citizen reception office or citizen reception location for 50% or more of the standard time of the working day, they will receive the full allowance; if less than 50% of the standard time of the working day, they will receive 50% of the allowance prescribed in this Resolution”. The actual working day is the day of receiving citizens, which is reflected in the citizen reception book and is stipulated in Article 11 of Circular No. 04/2021/TT-TTCP dated October 1, 2021 of the Government Inspector General: "Reception of citizens to make complaints, denunciations, recommendations, and reflections must be recorded in the Citizen Reception Book or information entered into the National Database on citizen reception, settlement of complaints, denunciations, recommendations, and reflections or the software for managing citizen reception work."

From the above regulations, it can be seen that the implementation of the allowance regime for those who perform the task of receiving citizens, handling complaints, denunciations, recommendations and reflections is stipulated in Resolution No. 13/2017/NQ-HDND dated July 14, 2017 of the Provincial People's Council and Decision No. 39/2017/QD-UBND dated August 24, 2017 of the Provincial People's Committee to ensure that it is suitable to the actual situation in the locality, ensuring compliance with the provisions of Decree No. 64/2014/ND-CP dated June 26, 2014 of the Government and Circular No. 320/2016/TT-BTC dated December 14, 2016 of the Minister of Finance.
2. Voters of Phong Tho town, Phong Tho district: Currently, many enterprises and employers have not organized health check-ups before work placement and periodically for employees. Voters request the Provincial People's Committee to direct functional agencies and units to strengthen inspections, requiring enterprises and employers to conduct health check-ups for employees before work placement and periodically according to the provisions of the Law on Labor Safety and Hygiene 2015.

The Provincial People's Committee responded as follows:

Implementing the Law on Labor Safety and Hygiene and guiding documents, in the past time, the Provincial People's Committee has issued many documents directing relevant departments, branches and localities to strengthen the management, guidance and inspection of labor safety and hygiene, health examination for workers before work arrangement and periodic examination according to the provisions of some documents[1]. However, the number of enterprises is large and the inspection force of functional agencies according to decentralization and authority is still limited, not comprehensive coverage. In 2024, the Labor Safety and Hygiene Inspection Team in Phong Tho district inspected 16 enterprises in the district and recommended that enterprises comply with the health examination for workers according to regulations.

Accepting voters' recommendations, in the coming time, the Provincial People's Committee will continue to direct relevant departments, branches and localities to strengthen state management, inspection, examination and compliance with laws on health examination for workers according to regulations.

Voters who are currently signing contracts under Decree No. 68/2000/ND-CP dated November 17, 2000 and Decree No. 161/2018/ND-CP dated November 19, 2018 (now Decree No. 111/2022/ND-CP of the Government) in Than Uyen district: At the twenty-first session of the 15th Provincial People's Council, the Provincial People's Committee responded to the delegates' opinions on considering amending and raising the allocation norms in Article 13 and Article 29 of the provisions attached to Resolution No. 58/2021/NQ-HDND dated December 10, 2021 of the Provincial People's Council (responded in Report No. 321/BC-UBND dated July 17, 2024). However, this response is not satisfactory. From 2023 to now, the Government has adjusted the basic salary twice (from VND 1,490,000 to VND 2,390,000, an increase of 57%) and increased the regional minimum wage. In addition to cadres, civil servants, and public employees, other subjects such as retirees and monthly allowance recipients are also considered and have their pensions and allowances increased, but the subjects of laborers signing contracts under Decree No. 111/2022/ND-CP of the Government in the province have not received attention. It is recommended that the Provincial People's Committee consider and submit to the Provincial People's Council to amend Resolution No. 58/2021/NQ-HDND dated December 10, 2021 in the direction of increasing the allocation rate for labor contract expenses in Articles 13 and 29 to match the increase in basic salary in the past time.

The Provincial People's Committee responded as follows:
On June 30, 2024, the Government issued Decree No. 73/2024/ND-CP regulating the basic salary and bonus regime for cadres, civil servants, public employees and armed forces, in which the basic salary applied from July 1, 2024 is VND 2,340,000/month. However, the Decree does not apply to subjects of labor contracts under Decree No. 68/2000/ND-CP dated November 17, 2000 and Decree No. 161/2018/ND-CP dated November 19, 2018 of the Government.
For the 2024 budget, based on the number of assigned labor contracts and the norms prescribed in Article 29 of Resolution No. 58/2021/NQ-HDND dated December 10, 2021 of the Provincial People's Council. The Provincial People's Committee has assigned a budget for the number of contract workers of Than Uyen district of 9,900 million VND. According to Report No. 3069/BC-UBND dated August 23, 2024 of Than Uyen District People's Committee on evaluating the results of implementing labor contracts for support and service work under Decree No. 111/2022/ND-CP in 2024, the number of contract workers present at July 1, 2024 was 109 people with a total payment of 639,637,519 VND/month (contract salary/month is 517,824,050 VND/month, the state budget support for insurance payment is 121,813,469 VND/month), corresponding to the amount of money to be paid in 2024 is 7,675 million VND (lower than the budgeted amount). The average actual budget allocated for 01 contract is 5,867,234 VND/person/month, which is higher than the regional minimum wage stipulated in Clause 1, Article 3 of Decree No. 74/2024/ND-CP dated June 30, 2024 of the Government on the minimum wage for employees working under labor contracts (Than Uyen district belongs to region IV, the monthly minimum wage is 3,450,000 VND/month). In addition, at Point a, Clause 2, Article 8 of Decree No. 111/2022/ND-CP stipulates: "Employees doing support and service work stipulated in Clause 1, Article 4 of this Decree are entitled to receive wages and other benefits as agreed in the labor contract"; therefore, the contract wage/month may increase when the employer balances the unit's existing resources to support employees.

Voters of Bum Nua commune, Muong Te district: Currently, when people come to medical centers and hospitals in the province for examination and treatment, they have to pay an advance payment of one to two million VND in hospital fees, while in many cases, the patient's family members cannot afford to pay an advance payment when they are hospitalized. Voters request the Provincial People's Committee to consider reducing the advance payment for hospital fees.

The Provincial People's Committee responded as follows:

According to the report of the Department of Health, in fact, at all medical examination and treatment facilities in the province in the past time, some patients did not have health insurance cards or participated in health insurance but were subject to co-payment for medical examination and treatment costs (5%, 20%), but when their condition was temporarily stable, they escaped from the hospital, leading to a loss of hospital fees at medical facilities; in fact, at Muong Te Medical Center in 2023, there was a loss of nearly 22 million VND, and in the first 6 months of 2024, there was a loss of nearly 7 million VND in patient treatment costs. The temporary collection of a portion of the fee when a patient enters a medical examination and treatment facility is intended to provide an advance payment so that the patient is responsible for repaying the costs and missing procedures when examining and treating the patient, or to provide an advance payment to pay for services used at the hospital for patients without a health insurance card. The advance payments will be made public, compared and refunded to the patient when all the procedures for examination and treatment are completed according to regulations. In response to voters' opinions, the Provincial People's Committee will direct the Department of Health and medical examination and treatment facilities to have flexible handling measures, suitable to each patient's family's circumstances, so as not to affect the patient's examination and treatment.

Voters of Vang San commune, Muong Te district: Propose the Provincial People's Committee to consider and increase the level of study support for children going to work abroad.

The Provincial People's Committee responded as follows:

Currently, the policy to support workers working abroad under contracts in the province is implemented according to the provisions of Clause 1, Article 25 of Circular No. 55/2023/TT-BTC dated August 15, 2023 of the Minister of Finance on regulations on management, use and settlement of career funds from the state budget to implement national target programs for the period 2021 - 2025. Specifically:

- Foreign language training support: Maximum 4,000,000 VND/person/course;

- Support for meals and living expenses during training period: 50,000 VND/person/day;

- Accommodation support during training period: 400,000 VND/person/month;

The content and support level in the above regulations basically cover the training costs before workers go abroad to work.

Voters of Ho Mit Secondary School, Tan Uyen District: Pursuant to Circular No. 36/1999/TT-BGD&DT dated September 27, 1999 of the Ministry of Education and Training on guidelines for implementing the 40-hour work week regime for the education and training sector, preschools and primary schools in the province have implemented a 5-day work week, with Saturday and Sunday off. After considering the proposal of Tan Uyen District People's Committee in Official Dispatch No. 2989/UBND-GDDT dated November 23, 2023, Lai Chau Provincial People's Committee issued Official Dispatch No. 4656/UBND-VX to the Department of Education and Training to preside over and coordinate with relevant agencies and units to research and advise the Provincial People's Committee to direct the implementation of the 40-hour work week regime for the education and training sector to ensure suitability with the specific situation and conditions of the province. Voters requested the Provincial People's Committee and the Department of Education and Training to soon issue documents directing and guiding the People's Committees of districts and schools to have a basis to develop implementation plans in the upcoming 2024-2025 school year.

The Provincial People's Committee responded as follows:

The Provincial People's Committee issued Official Dispatch No. 3845/UBND-VX dated September 24, 2024 on implementing teaching and learning 5 days/week, with Saturday and Sunday off for schools according to Circular No. 36/1999/TT-BGDDT and assigned the Department of Education and Training to perform the following tasks:

- Provide specific instructions on implementing 5-day/week teaching and learning to ensure effective implementation of content, programs, and school year tasks according to regulations;
- Inspect and examine the implementation of teaching and learning 5 days/week; promptly report and propose to the Provincial People's Committee to consider and resolve difficulties, problems, and issues arising beyond its authority;
- At the end of the 2024-2025 school year, organize an assessment of the situation and results of implementing 5-day/week teaching and learning in the province and report the implementation results to the Provincial People's Committee.

Voter Lo Suoi Tung, San Thang commune, Lai Chau city: Propose the Provincial People's Committee to consider and have an allowance regime for the position of Vice President of the association at the commune level and the Heads of the Elderly Association like other organizations.

The Provincial People's Committee responded as follows:
According to Decree No. 45/2010/ND-CP dated April 21, 2010 of the Government regulating the organization, operation and management of associations, the Association of the Elderly is a social organization, operating on the principles of voluntariness, self-management and self-financing of operating expenses.
The position of Vice President of the Association of the Elderly at the commune level and the Heads of the Association of the Elderly at the village, hamlet, and residential group levels are not considered part-time workers at the commune, hamlet, and residential group levels. On the other hand, in the context of limited provincial budget, it is not possible to balance the budget to issue allowances for this position. Currently, each year the provincial budget must balance more than 45 billion VND to implement policies for part-time workers at the commune, hamlet, and residential group levels and those directly participating in activities at the hamlet, hamlet, and residential group levels according to Resolution No. 69/2023/NQ-HDND of the Provincial People's Council.
8. Voters of Ban Moi, San Thang commune, Lai Chau city: Propose to consider a policy of visiting and giving gifts to Party members with 30 years of Party membership or more (and a policy of supporting visits for families with Party members with 30 years of Party membership or more who pass away).

The Provincial People's Committee responded as follows:

Currently, the Central Government has no policy regulating the regime of visiting and giving gifts to Party members with 30 years of Party membership or more and supporting visits to families of Party members with 30 years of Party membership or more when they pass away. Therefore, according to the provisions of Clause 3, Article 21 of Decree No. 163/2016/ND-CP, in case localities issue policies, they will be subject to specific policies and localities must ensure funding sources. In addition, Clause 2, Section I, Part B of Directive No. 21/CT-TTg dated June 10, 2023 of the Prime Minister on developing socio-economic development plans and state budget estimates for 2024 stipulates that "Only submit to competent authorities to issue new policies, projects and tasks when the implementation resources are balanced"; in Clause 8, Article 7, Chapter II of Circular No. 76/2023/TT-BTC dated December 29, 2023 of the Minister of Finance regulating the implementation of the 2024 state budget estimate, which stipulates: "Only issue policies that increase state budget expenditure when absolutely necessary and have guaranteed sources". Based on the above regulations and due to limited local budget resources, the Provincial People's Committee has not considered submitting to the Provincial People's Council to issue policies on the regime as proposed by voters.

Voters of Lung Than Village, San Thang Commune, Lai Chau City: Propose that the People's Committee consider and increase the daily labor allowance for militia forces in the province. According to Resolution No. 45/2021/NQ-HDND dated August 10, 2021 of the Provincial People's Council, the daily labor allowance for militia forces in the province is 130,000 VND/day/person. In case the term of service is extended as prescribed by the competent authority, the additional allowance is 60,000 VND/day/person, which is low compared to the general income.

The Provincial People's Committee responded as follows:
Regarding the regime and policies for the militia and self-defense forces at Point a, Clause 1, Article 11 of Decree No. 72/2020/ND-CP dated June 30, 2020 of the Government detailing a number of articles of the Law on Militia and Self-Defense Forces on force organization and building and regimes and policies for the militia and self-defense forces, it is stipulated that: “a) The level of daily allowance for labor is decided by the People's Committee at the provincial level submitted to the People's Council at the same level, but not lower than VND 119,200. In case the term of performing the obligation to participate in the Militia and Self-Defense Forces is extended according to the decision of the competent authority, the increased allowance level is decided by the People's Committee at the provincial level submitted to the People's Council at the same level, but not lower than VND 59,600”.

From the above regulations, based on the ability to balance the local budget, the Provincial People's Committee submitted to the Provincial People's Council to issue Resolution No. 45/2021/NQ-HDND dated August 10, 2021 on the regulation of the daily labor allowance for militia forces in the province at 130,000 VND/person/day. In case the period of performing militia service is extended according to the decision of the competent authority, the allowance level increases by 60,000 VND/person/day.
Currently, the Ministry of National Defense has drafted a Decree amending and supplementing a number of articles of Decree No. 72/2020/ND-CP dated June 30, 2020 of the Government in the direction of increasing the level of enjoyment of a number of regimes and policies of the Militia and Self-Defense Forces, including adjusting the increase in the level of daily labor allowance. After having the regulation document, the Provincial People's Committee will study and submit to the Provincial People's Council to issue an allowance level suitable to the reality and the ability to balance the local budget.

Voters of the Cooperative Union; Red Cross Society; Literature and Arts Association; Lawyers Association; Association of the Elderly; Association of Former Youth Volunteers; Union of Science and Technology Associations (referred to as Provincial Mass Organizations):

- Propose that the Provincial People's Committee promptly specify and implement the contents of the regime and policies for cadres working at the Association's organizations as stated in Clause 2, Article 7 "Regimes and policies for people working regularly at the Association" stipulated in Decision No. 1010-QD/TU dated November 28, 2023 of the Provincial Party Standing Committee on promulgating the Regulations on organization and operation of provincial-level mass associations assigned by the Party and the State. Units under the Association propose that competent authorities consider ensuring public service regimes for people of working age assigned and mobilized to work at the Association according to the decision of competent authorities and those recruited within the Association's payroll quota at agencies under the Association according to regulations.

The Provincial People's Committee responded as follows:

According to the provisions of Clause 2, Article 7 of Decision No. 118-QD/TW dated August 22, 2023 of the Secretariat on the Regulations on organization and operation of mass associations assigned by the Party and State at the Central level; Clause 2, Article 7 of Decision No. 1010-QD/TU dated November 28, 2023 of the Standing Committee of the Provincial Party Committee on the Regulations on organization and operation of provincial-level mass associations assigned by the Party and State, it is stipulated that: "Regulations and policies for people working regularly at the association: People of working age assigned and mobilized to work at the association according to the decision of the competent authority and those recruited within the association's payroll quota shall receive salaries, allowances and other regimes and policies according to regulations for cadres and civil servants".

According to Official Dispatch No. 2478/BNV-TL dated May 7, 2024 of the Ministry of Home Affairs on the public service allowance regime, in which the response to the provinces is as follows: ''The Ministry of Home Affairs is coordinating with relevant agencies to institutionalize Decision No. 118-QD/TW dated August 22, 2023 of the Secretariat on the Regulations on organization and operation of mass associations assigned by the Party and State at the Central level; completing the Decree replacing Decree No. 45/2010/ND-CP dated April 21, 2010 of the Government regulating the organization, operation and management of associations, in which proposing regimes and policies for people working at associations to submit to the Government for consideration and decision; During the time the Government has not yet issued a Decree replacing Decree No. 45/2010/ND-CP for comments, the public service allowance regime shall be implemented according to the provisions of Decree No. 34/2012/ND-CP dated April 15, 2012 of the Government.

Therefore, after receiving the Central Government's guidance document, the Provincial People's Committee will implement it according to regulations.

- Propose that all levels consider and resolve the salary allowance regime for leaders of the Veterans Association at district and city levels and communes, wards and towns who have not received salary allowances; and salary regime for full-time staff of the Elderly Association at district level.

The Provincial People's Committee responded as follows:

Pursuant to Article 3 of Decree No. 45/2010/ND-CP dated April 21, 2010 of the Government regulating the organization, operation and management of associations, the organization and operation of associations are carried out on the principles of voluntariness, self-management and self-financing of operating expenses.

Pursuant to the provisions of Article 3 of Decision No. 30/2011/QD-TTg dated June 1, 2011 of the Prime Minister on remuneration regime for retired persons holding full-time leadership positions at associations: “1. For associations with special characteristics: Funding for implementing remuneration regimes is provided annually by the state budget in accordance with the provisions of the law on state budget. 2. For the remaining associations: Funding for implementing remuneration regimes is guaranteed by the association”.

Currently, the Associations of Veterans of Youth Volunteers at district, city, commune, ward and town levels; the Associations of the Elderly at district and commune levels in the province have not been recognized by competent authorities as associations assigned by the Party and State (Associations with special characteristics). Therefore, according to the above regulations, the funds for implementing the remuneration regime are self-guaranteed by the associations.

- Propose that the Provincial People's Committee pay attention to creating conditions for civil servants and public employees working at the Association's organizations to participate in the annual promotion exam.

The Provincial People's Committee responded as follows:

In Official Dispatch No. 1865/BNV-CCVC dated April 30, 2021 of the Ministry of Home Affairs on promotion and rank promotion for people working in Associations with special characteristics, the Ministry of Home Affairs responded as follows: "Regarding promotion and rank promotion exams for people working in Associations: Because Associations are the subjects of application of the provisions of Decree No. 138/2020/ND-CP and Decree No. 115/2020/ND-CP, the Provincial Department of Home Affairs is requested to advise competent authorities to send people working in Associations to participate in the civil servant promotion exam or the civil servant promotion exam organized by the province when they meet the standards, conditions and are suitable for the requirements of the job position approved by competent authorities".

Accordingly, in 2022, the Ministry of Home Affairs approved 17 targets for the province to promote civil servants for those working in association organizations (Cooperative Union: 6, Provincial Red Cross Society: 6; Lawyers Association: 01, Phong Tho District Red Cross Society: 01, Tam Duong District Red Cross Society: 01, Union of Science and Technology Associations: 01, Literature and Arts Association: 01); The Provincial People's Committee organized a civil servant promotion exam, in which 07 people working in association organizations passed the exam (01 person promoted to senior specialist, 06 people promoted to specialist). In 2023, the Provincial People's Committee issued Project No. 4404/DA-UBND dated November 15, 2023 on organizing civil servant promotion exams in administrative agencies and people working in special association organizations; promote civil servants from level III to level II in Lai Chau province in 2023; in which the Ministry of Home Affairs is requested to approve 04 main specialist quotas, 12 specialist quotas and equivalent for those working at the Association. However, in Official Dispatch No. 7446/BNV-CCVC dated December 18, 2023 of the Ministry of Home Affairs on organizing civil servant promotion exams in 2023 in Lai Chau province, accordingly, the Ministry of Home Affairs has not approved the civil servant promotion quota for special associations, requesting the People's Committee of Lai Chau province to comply with the provisions of Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government on amending and supplementing a number of articles of Decree No. 115/2020/ND-CP on recruitment, use and management of civil servants.

In Clause 2, Article 1 of Circular No. 01/2011/TT-BTC dated January 6, 2011 of the Minister of Finance on regulations on financial support from the state budget for activities related to the tasks assigned by the State; management and use of assets and finance; management of receiving and using funding sources from foreign individuals and organizations for socio-political and professional organizations, social organizations, and socio-professional organizations stipulates the principles of allocating funding sources for Associations as follows: “2. The State shall only provide financial support for association activities related to the tasks assigned by the State according to the provisions of Clause 12, Article 23 of Decree No. 45/2010/ND-CP dated April 21, 2010 of the Government regulating the organization, operation and management of associations”.

In order for the Associations to proactively carry out their activities, the Provincial People's Committee has submitted to the Provincial People's Council an allocation of 25 million VND/staff/year (excluding salaries and salary allowances). In addition to the above norms, the provincial budget also annually supports the Associations to carry out the tasks assigned by the province, specifically in 2024, the following support will be provided: Cooperative Union 842 million VND; Red Cross Association 865 million VND; Literature and Arts Association 1,542 million VND; Lawyers Association 671 million VND; Elderly Association 984 million VND; Veterans Association 583 million VND; Union of Science and Technology Associations 457 million VND. Thus, the total operating expenses of the Associations are higher than the expenditure norms of state management agencies.
In 2025, the final year of the state budget stabilization period of 2022-2025, the Provincial People's Committee will direct specialized agencies to review and re-evaluate the support level for the Mass Association; on that basis, it will study and propose to the Provincial People's Council to promulgate regular expenditure norms applicable to the budget stabilization period of 2026-2030, ensuring that they are consistent with actual conditions and the ability to balance the local budget.
