This is the third time Ho Chi Minh City has organized a conference to collect opinions on the general planning project of Ho Chi Minh City with the participation of many leading experts in planning and urban development, along with central managers as well as foreign experts to further perfect the project to adjust the general planning for Ho Chi Minh City.

Speaking at the conference, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that after two reports, the consulting units have fully absorbed the opinions of central and local ministries, along with a team of domestic and foreign experts to further perfect the master plan adjustment project for Ho Chi Minh City. However, up to now, the master plan project is still slow, so the head of Ho Chi Minh City reminded the consulting unit and the Department of Planning and Investment to learn from the experience of the Thu Duc City master plan, which should have been completed but has not been completed yet and is likely to be delayed further, so that this situation will not be repeated for the Ho Chi Minh City master plan. Therefore, from now on, the process of completing the dossier must be extremely strict.

Accordingly, the components of the dossier to be submitted from the political base, legal procedure basis, results of the review of existing planning and proposed arguments must be strict. All these stages, the Department of Planning and Investment, the Management Board and consultants, must approach during the completion process, the contents that need to be discussed with central ministries and branches must be discussed immediately during this period. The key is to accept but must sit down together to discuss in depth each topic so that from January 10 to 15, harvest and on January 20, report to the competent authority; at the end of January, complete the dossier to report to the Ho Chi Minh City Party Committee and the Ho Chi Minh City People's Council. Then complete the dossier to submit to the competent authority.

Mr. Phan Van Mai also hopes that the consulting unit, the Department of Planning and Investment, experts and delegates will contribute ideas to complete the dossier. At the same time, he hopes that experts as well as localities will help the consulting team "touch where - open where" so that the city can open up development space, create new development momentum but must be feasible during the planning period, otherwise there will be confusion in organizing implementation. Applying technology in planning, technology will play an important role in optimizing the effectiveness of this general planning project. In particular, completing the urban model, steps to complete the dossier procedures.

The Department of Planning and Investment is directed to continue to contact experts to seek in-depth opinions and fully absorb them. After the conference, there will be contacts and in-depth discussions, in which representatives of specialized units or experts in specialized groups will participate in in-depth discussions on each group of sectors such as TOD, global cities, flood prevention, climate change, etc.

"One of the conditions for concretizing the implementation of this plan is to have legal adjustments and policy approval. When assessing and approving, it must be based on current regulations. However, there are parts of the work that have been prepared but need to be revised, and if not, we will ask for a mechanism to apply specifically to special urban areas like Ho Chi Minh City," said Mr. Phan Van Mai.
