On the morning of October 15, under the chairmanship of comrades: Le Tien Lam, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Quang Hai, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, the 22nd session of the Provincial People's Council was held to discuss and resolve many important contents as a legal basis to promote socio-economic development, national defense and security of the province.

1. Submission and draft Resolution on the establishment of a Thematic Supervision Team to monitor the results of the implementation of discipline, order, sense of responsibility, and public ethics in the performance of functions, tasks, powers, and working relationships at state management agencies in the province, period 2021 - 2024.

2. Detailed allocation of medium-term public investment plan, investment capital in the local budget balance for the period 2021 - 2025, arranging counterpart capital for projects using foreign capital (ODA capital and preferential loans from foreign donors) (phase 2).

3. Adjusting the central budget capital estimates for 2022, 2023 and 2024 to implement the National Target Program on New Rural Construction for the period 2021 - 2025 in Thanh Hoa province.

4. Adjust the central budget development investment capital plan for 2022, 2023 and 2024 to implement the National Target Program on New Rural Construction for the 2021-2025 period in Thanh Hoa province.

5. Adjust the medium-term public investment plan using central budget capital (foreign capital) for the period 2021 - 2025 for projects according to Decision No. 833/QD-TTg dated August 15, 2024 of the Prime Minister.

6. Adjustment of the medium-term public investment plan using state budget capital for the 2021-2025 period of Thanh Hoa province was decided by the Provincial People's Council in Resolution No. 123/NQ-HDND dated October 11, 2021 (phase 6).

7. Adjusting the state budget public investment capital plan for 2024 managed by the province (phase 2).

8. Supplement the central budget revenue source with additional targets for the local budget in 2023 to reinvest in Thanh Hoa province according to the provisions of Resolution No. 37/2021/QH15 dated November 13, 2021 of the National Assembly in the 2024 State budget public investment plan of Thanh Hoa province (phase 1).

9. Adjusting the investment policy of the road project from Ban Ba, Phu Xuan commune to Cung bridge, Phu Thanh commune, Quan Hoa district.

10. Adjusting the investment policy of the East-West Highway Project of Thanh Hoa city, section from Rung Thong town to National Highway 1A.

12. Adjusting the implementation time of the Sub-project to improve urban infrastructure in Ngoc Lac, Ngoc Lac district, Thanh Hoa province (under the Project "Improving urban infrastructure to minimize the impact of climate change for 04 coastal provinces of North Central Vietnam" using loan capital from the French Development Agency).

13. Adjusting the investment policy of the Traffic Road project from Bim Son Industrial Park to the coastal road section Nga Son - Hoang Hoa.

14. Regulations on the level of expenses for reception, visit and congratulations for a number of subjects by the Vietnam Fatherland Front Committee at the provincial, district and commune levels of Thanh Hoa province.

15. Number of pickup trucks and 12-16 seater cars serving the general work of agencies and units under the management of Thanh Hoa province, to implement the provisions of Clause 5, Article 8 of Decree No. 72/2023/ND-CP dated September 26, 2023 of the Government.

16. Regulations on the percentage (%) for calculating land rental prices, the percentage (%) collected for land for underground construction, and the percentage (%) collected for land with water surface in Thanh Hoa province.

17. Amending, supplementing and abolishing a number of Articles of Resolution No. 303/2022/NQ-HDND dated July 13, 2022 of the Provincial People's Council on a number of specific mechanisms and policies for the development of Thanh Hoa city.

18. Amending a number of Articles of Resolution No. 298/2022/NQ-HDND dated July 13, 2022 of the Provincial People's Council on a number of specific mechanisms and policies for the development of Sam Son city.

19. Adjusting some contents of Resolution 299/2022/NQ-HDND dated July 13, 2022 of the Provincial People's Council on some specific mechanisms and policies for the development of Tho Xuan district.

20. List of projects requiring land recovery, projects to change the purpose of using rice fields, protective forests, special-use forests and decisions on policies to change the purpose of using forests in the province, phase 5, 2024.

21. Stipulate criteria for deciding to conduct bidding to select investors to implement investment projects using land in Thanh Hoa province.

22. Detailed allocation of the medium-term public investment plan for investment capital in the local budget balance for the period 2021 - 2025 managed by the province to implement the Investment Project to build 68 working headquarters of the Commune and Town Police under the Thanh Hoa Provincial Police in 2024.

26. Abolish Resolution No. 124/2021/NQ-HDND dated October 11, 2021 of the Provincial People's Council regulating social assistance standards and social assistance levels in Thanh Hoa province.

The National Assembly has allowed the adjustment of the central budget capital for 2022 and 2023 to extend the implementation and disbursement period to 2024 and 2024 for a number of projects under the National Target Program on Socio-Economic Development for Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I: from 2021 to 2025 in Thanh Hoa province.

In the spirit of concentration and democracy, after carefully studying the submissions and inspection reports of the Provincial People's Council committees, the delegates of the 18th Provincial People's Council unanimously voted to pass the Resolutions of the session.

At the meeting, the delegates of the Provincial People's Council dismissed Mr. Do Trong Hung from his duties as Chairman of the Provincial People's Council and delegate of the 18th Thanh Hoa Provincial People's Council, term 2021-2026. At the first session, the 18th Thanh Hoa Provincial People's Council, term 2021-2026 elected Mr. Do Trong Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee for the 2020-2025 term, to hold the position of Chairman of the Provincial People's Council. Currently, Mr. Do Trong Hung has been transferred to hold the position of Deputy Head of the Central Party Organization Commission.

Consider and dismiss the following from the position of member of the Thanh Hoa Provincial People's Committee, term 2021 - 2026: Le Van Dien, former Commander of the Provincial Military Command, due to retirement (retirement pending from June 1, 2024); Mai Sy Dien, former Chief Inspector of the province, due to retirement to enjoy social insurance benefits; Pham Ba Oai, former Director of the Department of Industry and Trade, due to retirement to enjoy social insurance benefits.

Also at the meeting, delegates elected to supplement the position of member of the 18th People's Committee, term 2021 - 2026 for Mr. Vu Van Tung, Commander of the Provincial Military Command.

In his closing speech, Permanent Vice Chairman of the Provincial People's Council Le Tien Lam stated: With the spirit of urgent, serious, united, democratic and highly responsible work, the 22nd Session (Special Session) of the Provincial People's Council has completed all the contents and programs set out.

At the meeting, the Provincial People's Council delegates passed 32 resolutions. These are important resolutions, creating a legal basis for continuing to implement and complete the province's socio-economic development goals in 2024 and the 2021-2025 period.

The Standing Vice Chairman of the Provincial People's Council proposed that after the meeting, the Provincial People's Committee direct specialized agencies to implement the resolutions approved by the Provincial People's Council, so that the resolutions can soon come into life and be effectively implemented. Regarding the National Target Programs, the Provincial People's Committee needs to focus on directing the acceleration of the implementation of national target programs, completing the disbursement plan for capital to implement the programs; at the same time, strengthen inspection and supervision of the implementation of the programs, in order to promptly remove difficulties and obstacles, aiming at practical, in-depth, effective and sustainable development goals.

Regarding the implementation of the public investment plan, the Provincial People's Committee needs to continue to direct strongly in accelerating the progress of implementing public investment projects with regional linkages and projects with spillover effects. Strengthening discipline and order in disbursing public investment capital; focusing on the following contents: Strictly complying with the disbursement plan; at the same time, speeding up the progress of site clearance, construction progress, focusing on removing difficulties and obstacles related to land and resources associated with the responsibilities of the heads of agencies, units and localities assigned with the task.

In order for the resolutions to come into effect soon and be effectively implemented, based on the work program, it is recommended that the Standing Committee of the People's Council, the People's Council's committees, the delegations and the provincial People's Council delegates continue to closely monitor the implementation process, ensuring that the resolutions passed by the provincial People's Council are implemented promptly, closely, effectively and in accordance with regulations. At the same time, proactively coordinate with agencies, units and localities to review and promptly propose amendments to resolutions that are no longer suitable or not highly effective; actively urge and supervise the timely and thorough settlement of voters' recommendations to be worthy of the trust and expectations of voters and the people.
