“Bright spot” of decentralization, delegation of power, promoting local dynamism and creativity
Talking to the press on the sidelines of the National Assembly, delegate Tran Hoang Ngan (National Assembly Delegation of Ho Chi Minh City) assessed that the 7th Session of the 15th National Assembly is a special session with many emotions.
“This is a session in which we passed many laws and resolutions. The National Assembly passed 11 laws and 21 resolutions; not to mention giving first opinions on 11 laws,” said delegate Tran Hoang Ngan. At the same time, he said that a session has many functions and tasks of the National Assembly, most of which is expressed through legislative work.
According to delegate Tran Hoang Ngan, this is a session that decides important national issues, including decisions related to personnel work. All of these were discussed, commented on and reached consensus by National Assembly delegates with a very high rate.
Discussing the issues of interest to National Assembly delegates, delegate Tran Hoang Ngan said that the world today has many characteristics that we must pay close attention to, such as rapid fluctuations, many complex factors, climate change, etc., requiring our legal system to promote decentralization and delegation of power to promote the dynamism and creativity of localities.
“Of the 11 laws passed by the National Assembly, I see that most of them demonstrate the promotion of decentralization and delegation of power to localities. That is a bright spot,” said delegate Tran Hoang Ngan.
According to delegate Tran Hoang Ngan, after the National Assembly passed laws and resolutions to put the law into practice, there were many lessons learned and the National Assembly delegates saw the shortcomings in the legal system. When the law is promulgated, it may take a while to put it into practice. Therefore, in the recent law-making process, in addition to the draft law, there are draft decrees, decisions, and circulars. That will facilitate the law to soon come into practice. This is a bright spot in the current activities of the National Assembly.
The quality of laws and resolutions passed achieved good results.
According to National Assembly delegate Phan Xuan Dung - Chairman of the Vietnam Union of Science and Technology Associations (VUSTA), the 7th Session of the 15th National Assembly has many important and complicated contents, the delegates are very focused on studying the documents and are responsible in giving opinions.
“Therefore, the quality of the laws and resolutions passed has achieved very good results. The opinions expressed have demonstrated the understanding and enthusiasm of the delegates on the issues raised by the National Assembly and are of interest to the people and voters nationwide,” said delegate Phan Xuan Dung.
According to delegate Phan Xuan Dung, one of the highlights of this session is personnel work. National Assembly delegates have carefully studied and commented on the selection of personnel for important positions in the Party and State apparatus. Those elected by the National Assembly at this session have been entrusted with much trust and expectation that they will excellently fulfill the tasks assigned by the Party, State and People.
At this session, the National Assembly passed many important Law projects. All Law projects and documents submitted to the National Assembly were consulted by National Assembly agencies, ministries and branches with scientists; including the team of scientists from VUSTA.
Delegate Phan Xuan Dung also believes that the Draft Laws that are passed will quickly come into effect to promote socio-economic development.
Expectation of salary reform to come into effect soon
Assessing the session, delegate Nguyen Thanh Cam (National Assembly Delegation of Tien Giang Province) said that important decisions were passed and draft laws of great importance to the country's economic and social development, as well as ensuring social security or issues that people are very interested in such as salary reform, subsidy regimes, pensions, etc. will soon come into effect.
From there, it helps to solve bottlenecks and meet the realities arising in various fields, especially creating great momentum for socio-economic development, bringing prosperity to all people.
According to delegate Nguyen Thanh Cam, despite the large amount of work, the session had a reasonable agenda and time so that National Assembly delegates had enough time to consider and discuss in depth and with quality. The National Assembly passed many important issues and many draft laws; in which, many draft laws were thoroughly discussed and passed with a very high number of votes.
"This demonstrates the careful preparation from the Government as well as the review role of the Committees and the National Assembly Standing Committee so that the draft laws are passed with high consensus and unanimity," said delegate Nguyen Thanh Cam.
