Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong directed the above at the conference to summarize the 2024-2025 school year and deploy tasks for the 2025-2026 school year, which took place on the morning of August 20.
Accordingly, regarding the policy of supporting meals for primary school students in the city, it is estimated that Hanoi will spend over 3,000 billion VND from the budget each year. The number of students benefiting is about 768,000, including about 707,000 public students and more than 60,000 private students.
The general support level for each student is 20,000 VND/day. Students in mountainous communes and the Red River delta receive 30,000 VND/day.
In case the student's parents and the school agree on a higher meal allowance than the State's subsidy, the difference will be collected from the student, on the basis of ensuring a minimum meal allowance of VND 30,000/student/day.
To ensure the policy is implemented smoothly, Mr. Nguyen Van Phong suggested that the commune-level authorities must take primary responsibility.
“Absolutely do not loosen management, do not let schools act on their own, do not let negativity or group interests distort a humane policy. I hope you will take care of your students the same way you take care of their food and sleep,” Mr. Phong emphasized.
Also at this event, Mr. Phong mentioned the reported figures from the Hanoi Department of Education and Training that the entire city has up to 39% of education management staff without education expertise.
Mr. Phong asked localities to reconsider because Hanoi does not lack human resources to the point of having to assign unqualified staff to be in charge of this field.
