According to a random survey by a reporter from Lao Dong Newspaper on January 16, a number of retail gasoline stores in Hanoi said they can issue invoices for each sale.
At Song Hong gas station (68 Le Van Luong, Nhan Chinh ward, Thanh Xuan district, Hanoi), the staff here confirmed that they can issue invoices for motorbikes.
At the Nam Trung Yen gas station (Mac Thai Tong Street, Trung Hoa Ward, Cau Giay District), the reporter also received a similar response when asking for an invoice after buying gas for his motorbike. The staff at this gas station instructed the reporter to scan the QR code to receive an electronic invoice via the Zalo application.
Speaking to Lao Dong, Mr. Luu Van Tuyen - Deputy General Director of Vietnam National Petroleum Group (Petrolimex) - said that when implementing Decree 123 of the Government, Petrolimex determined to take the lead in issuing electronic invoices after each sale. Therefore, in just 4 months, Petrolimex deployed it at 2,700 gas stations nationwide.
"Electronic invoices at gas stations are guaranteed to be issued immediately after each sale to all customers (including customers who take invoices and customers who do not take invoices); at the end of the sales shift, the store creates a statistical table "Summary of electronic invoice data for customers who do not take invoices" and sends it to the tax authority" - Mr. Tuyen said.
According to the Petrolimex leader, currently, many petroleum enterprises are still hesitant to issue invoices after each sale because of the high cost and waste of business resources. However, Mr. Tuyen said that this is not a reason to delay issuing electronic invoices.
“If the gas station has invested in electronic pumps, each gas station will essentially only spend about 30 million VND to be able to issue invoices after each sale. This 30 million is amortized over 5 years, which means it only costs about 6 million VND per year. Therefore, I think that there are businesses that say they have to spend hundreds of millions to issue invoices,” said Mr. Tuyen.
Mr. Tuyen commented that in order to serve the issuance of electronic invoices after each sale, the most important thing is to invest in electronic pumps. If any store does not have an electronic pump but still uses a mechanical pump, it will be more complicated.
"Businesses keep complaining about the cost of hundreds of millions, but that's not the case. Stores and business locations have electronic fuel pumps to issue invoices, but stores that don't have electronic fuel pumps but still use mechanical fuel pumps will be a bit more complicated. They will have to invest in an additional filter costing 30-50 million VND/fuel pump to push data from the fuel pump to the data transmission system.
"Receiving electronic invoices after each sale, we have received support from customers, long-distance transport companies and taxi companies... Therefore, there is no reason to hesitate in issuing invoices. The most important thing is the determination of franchisees, distributors and gas stations," said Mr. Tuyen.
