Unlocking digital data resources

Dak Lak province has identified 2025 as the year to focus on developing digital data to create an important foundation to promote comprehensive digital transformation.

Digital data (DLS) is considered a new resource for each agency and organization serving the development of digital government, digital economy, and digital society. Clearly identifying this, in the digital transformation process, Dak Lak province pays special attention and focuses resources on developing DLS.

Accordingly, the Dak Lak province shared database system has been invested in and built, allowing centralized database management of departments, branches and sectors in the province on a single system, providing application sets for many different subjects such as: people, businesses, investors and departments, branches and sectors in the province. This has created an important data foundation for building e-government, serving the goal of building digital government.

In addition, the national data integration and sharing platform was officially put into use in Dak Lak province and has connected 17/17 data services on the national data integration and sharing platform with 11/17 services that generate data regularly.

Notably, agencies, units and localities in the province have been focusing on building, connecting and integrating relevant specialized data and databases to serve the work of management and operation quickly, accurately, comprehensively and more effectively. Specifically, in the agricultural sector, the seafood industry database system, coffee industry management software and application software for reporting and evaluating the results of implementing new rural criteria have initially digitized data. The Dak Lak province land information system is operating, connecting and sharing land databases of 15 district-level administrative units. The province has also completed reviewing, standardizing data and integrating land databases of 13/15 district-level administrative units operating on the Online Land Management System.

The social security and labor and employment sectors also recorded positive results when data on children, poor and near-poor households, labor and employment were created, forming databases to serve management, provide public services to people, and ensure social security. These data are being deployed to collect databases at the district level, regularly updated, exploited, connected and shared through the national data sharing integration platform, and provide online public services.

Sectors and localities have made great efforts to develop DLS, however, this is only an initial success. It is necessary to focus more on activities of connecting, interoperating, and sharing DLS, especially the construction of specialized databases to serve the state management of sectors and fields, which has only been implemented by a few provincial agencies.

It is clear that digital transformation in state agencies, sectors and fields in the province has begun to take place, although it is not yet comprehensive, widespread and standardized. According to the assessment of the Provincial Digital Transformation Steering Committee, specialized databases have been initially deployed, built, connected and shared with the national database, ensuring effective service for direction, administration, work resolution and serving the needs of people and businesses in the electronic environment. This has contributed significantly to the effective implementation of the Party and State's policies and guidelines on proactively participating in the fourth industrial revolution in the area.

Digital transformation is an indispensable factor in digital transformation. Therefore, all state agencies must make efforts to digitize data, build specialized databases, and perfect the digital transformation system. Therefore, in the direction and goals of digital transformation in 2025, Dak Lak province has determined: Taking digital transformation development as the focus of digital transformation; spearheading and promoting digital economic growth; playing a key role in promoting digital transformation in the province in 2025 and the coming period.

The province aims to complete the construction of a database of land, environment, minerals, water resources, etc. Each department, branch, and sector completes the construction of a specialized database connected to the province's Smart Monitoring and Operation Center, and the province's shared data. At the same time, effectively use the shared platforms of ministries and branches. Strive for 100% of shared databases, specialized databases, and databases in the Dak Lak Province Open Data Catalog to complete digitization, update, and put into effective use, connected, and shared with the shared data warehouse of the province and the Central Government; put into exploitation and use to serve the activities of directing, operating, and developing the digital economy and digital society; 100% of the province's state agencies open data and provide open data to serve the development of AI applications for the digital economy and digital society, etc.
