PV: Overcoming difficulties and challenges, with the will and aspirations of the Party and the People, Ky Anh has strived to complete the criteria of a new rural district on schedule. Could you please share this result?

Comrade Ho Huy Thanh: Implementing the Resolution of the Ky Anh District Party Congress for the 2020-2025 term with the goal of achieving the new rural district standards by the end of 2023, immediately after the congress, the District Party Committee issued Resolution No. 01-NQ/HU dated December 28, 2020 on strengthening leadership, direction, and promoting the implementation of the national target program on new rural construction for the period 2021-2025. Many mechanisms and policies were issued, along with a strong focus on leadership, direction, and mobilization of the entire political system and people, by the end of 2023, Ky Anh had completed the criteria for a new rural district and submitted for recognition of meeting the new rural district standards. The whole district has 20/20 new rural communes, of which 5 are advanced new rural communes, 1 is a model new rural commune; Ky Dong meets the standards of a type V urban area; 118/153 villages (accounting for 77.1%) meet the standards of model new rural residential areas; 9/9 criteria of new rural districts meet the standards.

The whole district currently has 18 products meeting OCOP standards; production value per unit area increased rapidly, reaching 94.5 million VND/ha/year; average income per capita reached 48.9 million VND/person/year; the multidimensional poverty rate was 2.81%, near-poor households were 4.76%.

The achievements in building a new rural district have completely changed the people's lives both materially and spiritually. The socio-economic infrastructure is synchronized; the rural economy develops; the fields of education, health, culture, environment, and sports have all changed positively; the rural face has truly improved, bright - green - clean - beautiful - civilized; political security and social order and safety are maintained.

PV: Along with the achievements in building new rural areas, what encouraging results can be seen in the 3 years of implementing the Resolution of the 26th District Party Congress, comrade?

Comrade Ho Huy Thanh: The assessment of the results of the implementation of the Resolution of the 26th District Party Congress shows that the strategic breakthrough tasks have been deployed synchronously. The work of building the Party and the political system has been well implemented in all areas: political and ideological education; training and fostering of cadres, developing party members; inspection, supervision and enforcement of discipline within the Party; and mobilizing the people.

The mobilization and rotation of leaders and managers has been focused on; in 3 years, Ky Anh has mobilized and rotated 8 comrades from the district to the commune; 7 comrades from the commune to the district; 30 comrades between the district's departments, offices and unions. The District Party Committee has led and directed the successful organization of the Party cell congresses under the grassroots Party Committee for the 2022-2025 term; combining Party committee personnel with village chief personnel, Party cell secretaries who are also heads of the village front work committee. With the consensus of the people, Ky Anh completed the election of village chiefs in the entire district on the same day (September 25, 2022). Up to now, of the 153 village chiefs, 12 comrades are both secretaries, 121 are also deputy secretaries, and only 15 village chiefs are the masses.

The results of party member development have changed significantly. On average, the district Party Committee admits 150-170 new party members each year, exceeding the target set by the Resolution of the 26th District Party Congress.

With many suitable solutions in leading socio-economic development, in the past 3 years, in the context of many difficulties, Ky Anh district's economy has achieved a good growth rate, the production value at comparable prices in 2023 reached 5,241.6 billion VND, an increase of 5.23% compared to 2020. The district's construction planning until 2040, with a vision to 2050, has just been approved. The fields of health, culture, and education have received attention and achieved positive results. Labor, employment, and social security policies have been regularly paid attention to, in which, the highlight is that the district has mobilized socialized resources to support housing construction for 728 poor and near-poor households, social protection beneficiaries, households in difficulty due to natural disasters, and households with meritorious services, with a total amount of nearly 51 billion VND.

Thanks to the attention to doing a good job of supervision, contacting voters, handling complaints and denunciations... all levels and sectors have created trust and consensus among the people. From there, it has contributed significantly to the district implementing the land acquisition and resettlement work of the North-South expressway project through the area ahead of the Government's required schedule, while at the same time mobilizing people to receive support money and compensation for land acquisition and resettlement of key projects in the area, especially the Rao Tro reservoir project.

The converted fields have been fully exploited by Ky Anh district in building large model fields, producing the same variety and season; developing an effective and sustainable production and consumption chain for rice.

PV: From the achieved results, could you please tell us how the district determines its direction in implementing the tasks in 2024 as well as the final years of the 2020-2025 term?

Comrade Ho Huy Thanh : Clearly recognizing the difficulties and advantages, the Party Committee and government from the district to the grassroots level are demonstrating the highest political determination, continuing to strive, taking advantage of opportunities and advantages, overcoming challenges; using creative and breakthrough methods to promote economic restructuring; maintaining a growth rate equal to or higher than the average of the 3 years 2020-2023; maintaining political security, social order and safety; creating stronger changes in Party building and rectification work; determined to complete and over-complete all socio-economic and Party building targets set out in the Resolution of the 26th District Party Congress, term 2020-2025.

The task and solution throughout is to improve the leadership capacity and fighting strength of the Party; promote the exemplary vanguard role of cadres and Party members, especially the heads of agencies, units and localities; promote the combined strength of the entire people, create social consensus, and ensure the successful implementation of the set political tasks.

Each level, sector, locality, unit and each cadre and party member takes the effectiveness of socio-economic development, improving material and spiritual life and protecting the legitimate and legal rights of the people as the criteria to strive for and the measure to evaluate the results of task performance.
