Groundbreaking ceremony for the first semiconductor chip factory with Vietnamese technology

On April 30, CT Semiconductor (a member of CT Group) started phase 2: Installing a production line at the ATP chip factory. This is the first ATP factory with technology owned by Vietnamese people.

The event was attended by members of the Party Central Committee: Deputy Prime Minister Nguyen Chi Dung; Associate Professor, Dr. Vu Hai Quan - Director of Ho Chi Minh City National University. Also attending were Deputy Minister of Science and Technology Pham Duc Long and leaders of central, sectoral, local, press agencies, universities, and international strategic partners.

The investment capital for phase 2 is about 100 million USD, including the cost of clean room, purchasing machinery and equipment and smart factory management software. The factory is built on a 30,000m² campus at CT Group High-Tech Development Center - Thuan An, Binh Duong.

Expected to be operational in the fourth quarter of 2025, the factory will reach a capacity of 100 million chips/year by 2027. The factory uses the latest technologies of 2025 with the participation of experts with over 30 years of experience in the semiconductor industry and construction consulting from a Group that has built most of TSMC's factories.

Speaking at the ceremony, Mr. Azmi Bin Wan Hussin Wan - CEO of CT Semiconductor shared: “Today, we announce a bold vision: By September 2025, the first chip assembled, packaged and tested entirely in Vietnam by a 100% Vietnamese-owned OSAT company will come out of this line. This achievement will symbolize the intelligence and limitless potential of the Vietnamese people. This ceremony marks a historic milestone for CT Semiconductor, for the Vietnamese semiconductor industry and for the country's technological future. Decades from now, we will look back and realize that today, April 30, 2025, is the day Vietnam affirmed its position on the global semiconductor map.”

Overview of the groundbreaking ceremony of CT Semiconductor's semiconductor factory.

The groundbreaking ceremony of Vietnam's first semiconductor factory is a big step forward in the development of the semiconductor industry in Vietnam, demonstrating the determination of Vietnamese enterprises to contribute to the realization of Decision 1017/QD-TTg of the Government and Resolution 57/NQ-TW of the Politburo, Resolution 03/NQ-CP of the Government.

Second, CT Semiconductor plays an important role in promoting the chip industry in Vietnam with an investment budget for R&D (new product research and development) of over 10% of capital and revenue, especially in the field of advanced technology research and development. This factory will produce "Made by Vietnam" chip products with modern technology, directly contributing to the development of the domestic semiconductor industry.

Third, the factory also plays a key role in CT Group's high-tech ecosystem, connecting the Group's advanced technology projects, including semiconductor technology, UAV, AI, electric trains, etc. This cooperation will create a closed value chain, from chip design, overseas photolithography processing, to semiconductor chip packaging and testing, promoting the development of the entire ecosystem of the Group and Vietnam.

Fourth, the role of the factory with universities and colleges. The factory is located on DT 743 Avenue, in a strategic position between 3 provinces: Ho Chi Minh City, Binh Duong, Dong Nai, only a few kilometers from Ho Chi Minh City National University and other universities, a few kilometers from An Binh (Song Than) train station, and only 15 minutes from Pham Van Dong Avenue to Tan Son Nhat airport. With more than 1,000 workers, technicians, and engineers working, the factory will serve as an ideal research and internship place for universities in the region, a good premise for the program of 100,000 semiconductor engineers in Vietnam.

Fifth is the role of this factory for the young generation of Vietnam, a place to inspire young Vietnamese people when in a process of mastering technology, it is truly a completely Vietnamese technology.

Sixth is the role of this factory in the international cooperation strategy. From the lessons of countries such as Malaysia and Singapore. As of now, Malaysia currently accounts for 13% of the global OSAT market share. And many senior leadership positions in the world's leading technology corporations, including the CEOs of Intel and Qualcomm, are also Malaysians. Those achievements give Vietnam the belief that it is completely possible to rise to the same level if it knows how to effectively apply the spirit of innovation.

Currently, CT Semiconductor is researching new technologies such as: GaN, Photonic, Advanced Packaging... to designing difficult chips such as 6G, data transmission chips in non-wave environments, AI, UAV, UAV chips... Together with the CT INNOVATION HUB Innovation Center which was just inaugurated on the morning of April 29, a special ecosystem has begun to form.

Speaking at the event, Mr. Tran Kim Chung - Chairman of CT Group shared: “We hope that the Government will have strong support to develop the Vietnamese semiconductor industry. We hope that the Government will consider the lessons of Korea, China, Taiwan (China), they have provided huge grants for semiconductor industry enterprises for 10 years until they stand firm. Our country must have similar lessons and policies…”.
