Last September, the Government Office announced the Conclusion of Prime Minister Pham Minh Chinh at a working session with key leaders of Binh Thuan province. Accordingly, the establishment of a high-tech park (CNC) was assigned to the province to preside over and coordinate with relevant agencies to develop, appraise, and submit for approval the project in accordance with its authority and regulations... At the local level, the Provincial Party Committee Standing Committee and the People's Committee also issued an implementation plan for this content.
Initially, the Department of Science and Technology was assigned to preside over and coordinate with relevant agencies to research and develop a Project to form a CNC zone, advise the Provincial People's Committee to submit to competent authorities in 2023. According to the proposal, the Department of Planning and Investment has coordinated with a consulting unit to integrate contents related to the CNC zone into the Binh Thuan Provincial Planning for the period 2021 - 2030, with a vision to 2050. Including the following contents: Viewpoints on the development of socio-economic infrastructure, development goals as well as orientations for the formation of important works and projects contributing to the development of the science and technology market... Specifically, in terms of orientation, the locality plans to form a cluster of industry linkages on science, CNC zones associated with innovation and training, and develop coastal tourism urban areas (scale of 3,000 hectares) located in Ham Thuan Nam district. Thereby aiming at training, developing high-quality human resources, providing technological products and supporting the development of the startup ecosystem, innovation, connecting resources for development. At the same time, the spatial distribution orientation plan of Ham Thuan Nam and Ham Thuan Bac districts also shows the content of "Focusing on attracting investment to develop high-tech zones"...
Based on the general research on the national CNC zone as well as the conditions for establishing the CNC zone, the Department of Science and Technology has recently reported and proposed to the Provincial People's Committee a number of related contents. On the other hand, it has also established an Advisory Group to propose the establishment of the CNC zone, while urgently studying regulations, reviewing work during implementation and contacting localities that have deployed CNC zones to learn from experience. Such as sending civil servants to study experience at the same functional department of Thua Thien Hue province to advise on the steps in forming and building the CNC zone project, proposing to coordinate in organizing the workshop "Orientation for building the High-tech Zone of Binh Thuan province" in Phan Thiet city.
With its geographical advantage, possessing many potentials to develop a comprehensive economy (including industry - tourism - agriculture), gradually improving foreign transportation... are favorable conditions for Binh Thuan to implement the CNC Zone Project. From there, it aims to attract the development of high-tech industries and fields, especially high-tech agriculture, high-tech industry and create a premise to promote the field of science and technology to become a driving force for development in the coming time.
Many challenges remain
At the workshop "Orientation for building a high-tech park in Binh Thuan province" held in mid-November 2023, many opinions said that besides the potentials and advantages, the establishment of a high-tech park in the province still faces many challenges. According to Mr. Nguyen Hoai Trung - Deputy Director of the Department of Science and Technology, in addition to ensuring the conditions for establishing a high-tech park as prescribed, it is also necessary to meet planning requirements. However, the national master plan for developing high-tech parks to 2020 and orientation to 2030 (according to Decision No. 792, dated June 8, 2015 of the Prime Minister) does not have a high-tech park in Binh Thuan. According to Decision (No. 326, dated March 9, 2022) of the Prime Minister on the allocation of national land use targets for the period 2021 - 2030, with a vision to 2050 and the 5-year National Land Use Plan 2021 - 2025, there is also no allocation of land targets for Binh Thuan's CNC zone...
From the above reality, the locality needs to focus on implementing a number of tasks to promote the formation of the CNC zone in Binh Thuan province, first of all, building a legal corridor for the project and updating it in the planning, submitting it to the Prime Minister for approval. In addition, there is a plan to mobilize socialized capital to invest in the CNC zone's infrastructure as well as build an innovation ecosystem, develop science and technology in the province associated with socio-economic development... Considered a new direction, the development of the CNC zone in Binh Thuan must be thoroughly evaluated, referring to the implementation experience of many localities or opinions from experts, especially in the field of science and technology. And to be able to successfully orient the development of the CNC zone in Binh Thuan, it is still necessary to have the efforts of all levels and sectors, especially the role of the science and technology sector. In addition, the issue of human resources and investment in institutions to meet the development of the CNC zone must also be reviewed and comprehensively evaluated.
Therefore, through receiving many opinions, suggestions and experience sharing at the Scientific Workshop with the theme "Orientation for building a High-Tech Park in Binh Thuan province", the locality will have appropriate and feasible solutions and roadmaps in forming and developing the CNC park in the coming time. Thereby, it will not only meet the development orientation of Industry 4.0, but also contribute to shifting the economic growth model based on science, technology and innovation of the province.
According to the national master plan for the development of hi-tech zones to 2020 and orientation to 2030, 6 hi-tech zones will be formed nationwide. To date, 4 hi-tech zones have been established and put into operation, including 3 national hi-tech zones (Hoa Lac hi-tech zone in Hanoi, Ho Chi Minh City hi-tech zone, Da Nang hi-tech zone) and Dong Nai hi-tech zone specializing in biology.
