The 11th Conference of the 13th Party Central Committee opened this morning, April 10, in Hanoi, and is expected to decide on a plan to merge provinces and abolish the district level.

Speaking at the opening of the 11th Central Conference, General Secretary To Lam said that at this conference, the Party Central Committee will discuss and give opinions on 15 contents, focusing on two main groups of issues.

One is the group of issues on continuing to reorganize the political system, reorganize administrative units and organize two-level local governments. The second is the group of issues on continuing to prepare for the 14th National Party Congress and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Also at this conference, the Politburo will report to the Central Committee for consideration and decision on a number of personnel work contents according to its authority; report to the Central Committee on the situation of the country, the world and the region, important tasks of the Politburo and the Secretariat that have been resolved since the 10th Central Conference to date and topics on institutional improvement and breakthroughs in science and technology development, innovation and national digital transformation.

Emphasizing that in the context of the new situation, it is very urgent, requiring breakthroughs, decisiveness, determination, solidarity and unity from the policy proposal stage to implementation, General Secretary To Lam requested the Party Central Committee and delegates attending the conference to promote a sense of responsibility, focus their intelligence, and contribute ideas to the contents so that the conference can achieve the set goals and requirements.

According to the previous plan, at the 11th Central Conference, the Party Central Committee will discuss and decide on the plan to merge provinces, eliminate the district level, and rearrange communes. According to General Secretary To Lam, the plan to merge provinces and rearrange communes will reduce the number of provinces and cities by about 50% and the number of commune-level administrative units by 50%. The abolition of the district level and the establishment of a two-level local government also includes the amendment of the Constitution, which will be submitted to the National Assembly at the 9th session opening from May 5.

In addition, at the 11th Central Conference, the Party Central Committee will also review and supplement the planning of the 14th Central Executive Committee and the direction of personnel work for the 14th Party Congress.

At the meeting with police officers supporting the southern battlefield during the resistance war against the US to save the country on April 8, General Secretary To Lam also said that at the 11th Central Conference, the Party Central Committee will also give opinions on the draft documents of the 14th Party Congress such as the Political Report, the Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021 - 2030, the Summary Report on a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam, and the Report on Party building and implementation of the Party Charter.
