Previously, on October 16, the first working session of the Congress took place with the participation of Politburo member, Party Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front, 9th tenure Do Van Chien... Looking back at the 2019-2024 term, it can be seen that the Vietnam Fatherland Front system has always turned towards the people, taken better care of the people, contributed to building the Party, building a clean and strong government, maintaining the role of "bridge" between the Party, the State and the people, promoting socio-economic development.

Affirming the core role in building great solidarity

The 2019-2024 term of the Vietnam Fatherland Front at all levels has been in the context of many unprecedented and complicated developments in the domestic and international situation, especially the Covid-19 pandemic. However, with a sense of responsibility, proactiveness and efforts, the Front at all levels has affirmed its core role in building the great national unity bloc, creating a combined strength in the entire political system, oriented towards the people, and taking better care of people's lives.

Notably, the Vietnam Fatherland Front at all levels has proactively coordinated closely with all levels, sectors, and member organizations to propagate and mobilize people of all walks of life to raise awareness, proactively and actively implement isolation measures, and get vaccinated to prevent and fight the Covid-19 epidemic; mobilize domestic and foreign organizations and individuals to support resources for epidemic prevention and control and support the Covid-19 Vaccine Fund; supervise epidemic prevention and control work, and the implementation of policies to support people facing difficulties due to the Covid-19 epidemic.

The organization of calling, mobilizing, receiving, managing, and allocating the use of the epidemic prevention and control fund has been carried out closely, publicly, and transparently by the Vietnam Fatherland Front at all levels, without any errors. In addition, the Vietnam Fatherland Front at all levels has accompanied the central and provincial departments, ministries, branches, and organizations to launch many emulation movements with rich, diverse, and effective names and forms, focusing on solving key and urgent tasks, especially epidemic prevention and control...

Responding to the movement "For the poor - no one left behind" launched by the Prime Minister, the methods of mobilization and assistance of the Vietnam Fatherland Front at all levels have been innovated. In particular, the Front has mobilized resources to support the "For the poor" Fund at all levels, while guiding businesses, organizations, individuals, and philanthropists to directly support the poor; negotiating so that each political and social organization can help each household to escape poverty sustainably. In particular, the implementation of the Project to mobilize the construction of Great Solidarity houses for poor households in Dien Bien province is an outstanding activity in innovating the methods of implementing activities to support the poor and social security.

After only 9 months since the launch, with the cooperation of the Vietnam Fatherland Front system at all levels, the whole country has completed 5,000 houses for poor households in Dien Bien province, 500 houses for poor households in the provinces of Lai Chau, Son La, Lao Cai, Hoa Binh, Yen Bai. Secretary of Dien Bien Provincial Party Committee Tran Quoc Cuong shared: “The Party Committee, government and people of Dien Bien province are always grateful to the leaders of the Party, State, Central Committee of the Vietnam Fatherland Front, departments, ministries, branches, agencies at the central level, provinces, cities, organizations, enterprises, individuals, philanthropists at home and abroad who have shown affection, concern, sharing, actively mobilizing and supporting funds to support the construction of practical Great Solidarity houses for the poor in the province. The cadres and people of Dien Bien province are determined to strive to successfully complete the socio-economic development goals, perform well the tasks of maintaining security, order, protecting the border and national territorial sovereignty”.

Following that result, on October 5, the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front organized a program to launch support for the elimination of temporary and dilapidated houses nationwide with the theme "Warm homes for my people". The program received thousands of billions of VND in registered support from agencies, units, organizations, individuals, and philanthropists at home and abroad. In particular, to overcome the damage caused by storm No. 3, the Presidium of the Central Committee of the Vietnam Fatherland Front promptly issued an appeal for spiritual and material support, contributing together with the Party and State to quickly overcome the consequences of storms and floods, restore production, and stabilize people's lives. To date, the Central Relief Mobilization Committee has received over 2,000 billion VND in support of people in the provinces affected by the storm.

Contribute to building a strong Party and government

In the 2019-2024 term, the Vietnam Fatherland Front system continues to affirm its role in promoting democracy, representing and protecting the legitimate rights and interests of the people, conducting social supervision and criticism, and participating in Party and government building.

In many localities, the Vietnam Fatherland Front Committee has done a good job of proposing to Party committees and coordinating with the government to organize direct dialogues between leaders of Party committees and governments and the people, thereby promptly removing difficulties, relieving frustrations, creating social consensus, protecting the legitimate and legal rights and interests of the people, contributing to building a strong Party and government.

The Vietnam Fatherland Front at all levels also fully and strictly carried out the steps according to the consultation process to select and introduce qualified candidates for the 15th National Assembly and People's Councils at all levels for the 2021-2026 term in the conditions of isolation to prevent and combat the Covid-19 pandemic. The Vietnam Fatherland Front system coordinated propaganda and mobilized 99.6% of voters nationwide to participate in voting. This is the election with the largest number of voters ever with nearly 70 million ballots in 84,914 polling stations.

The work of social supervision and criticism, and participation in Party and State building continued to achieve many outstanding results. Many social criticisms of the Front were accepted and highly appreciated by the drafting agencies, becoming an important and necessary information channel to help the Party and State consider and promulgate policies, laws and decide on important issues of the country and localities.

Member of the Politburo, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien affirmed that in the coming term, the Central Committee of the Vietnam Fatherland Front will continue to thoroughly grasp the content of Resolution No. 43-NQ/TU dated November 24, 2023, the 8th Conference, the 13th Party Central Committee on continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy. The Front system focuses on widely gathering all classes and social strata, continuing to innovate the content and methods of operation, sticking to the grassroots, closely following the people's lives, promoting the application of information technology, adapting to the digital society to propagate and mobilize people in the direction of the whole people, comprehensively, with focus, key points, close to local realities.

In particular, effectively implement the Law on Grassroots Democracy, further promote the people's mastery. Mobilize experts, scientists, managers, and those with a lot of practical experience and enthusiasm to participate in the Advisory Councils of the Vietnam Fatherland Front; improve the substance of supervision, social criticism, and suggestions for Party and government building; truly be a solid bridge between the Party, the State and the people.

At the first working session of the 10th National Congress of the Vietnam Fatherland Front for the 2024-2029 term on October 16 in Hanoi, the Congress conducted consultations to elect the Congress Presidium consisting of 55 members; consulted to elect the Congress Secretariat consisting of 5 members; reported on the situation of delegates attending the Congress; discussed and approved the Program and Working Regulations of the Congress.

In addition, the Congress also discussed and considered many important contents, such as: Report on reviewing the activities of the Central Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, term IX, 2019-2024; Proposal to amend and supplement the Charter of the Vietnam Fatherland Front, term IX; Approval of amendments and supplements to the Charter of the Vietnam Fatherland Front, etc.

Delegates also discussed and commented on the draft Report reviewing the activities of the Central Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, 9th tenure, 2019-2024; and the draft amended and supplemented Charter of the Vietnam Fatherland Front.
