3. Principles for determining inspection cycle
The principles for determining the inspection cycle of motor vehicles are specified as follows:
* General principles:
- The first cycle is applied to the following subjects:
+ Motor vehicles subject to inspection exemption as stated in Clause 3, Article 5 of Circular 02/2023/TT-BGTVT;
+ Unused motor vehicles with the year of manufacture to the year of submitting the application for the first Inspection Certificate less than 02 years (year of manufacture plus 01 year).
The time from the year of manufacture to the year of submission of the application for an inspection certificate is determined according to the instructions stated in Point e, Section 1 of Appendix V of Circular 02/2023/TT-BGTVT.
- Periodic cycles apply to the following subjects:
+ Motor vehicles inspected for the first time are not subject to the first cycle mentioned above;
+ Motor vehicles are inspected at subsequent times.
* A modified motor vehicle is a motor vehicle that has undergone a conversion of function or has changed one of the following systems: steering, braking (except in the case of installing an additional brake pedal).
* Motor vehicle inspection certificate issued for a period of 15 days is not counted as the first cycle.
* If the next inspection period of a motor vehicle is less than the inspection period of the most recent inspection period, the next inspection period will be equal to the inspection period of the most recent inspection period corresponding to the "Vehicle Type" in the Inspection Period Table but calculated from the date of the most recent inspection period.
For example: a non-commercial vehicle with up to 9 seats inspected and issued for the first cycle on June 12, 2023 will be issued an Inspection Certificate with a cycle of 36 months, with an inspection period of June 11, 2026; on June 17, 2023, the vehicle comes for re-inspection to issue an Inspection Certificate corresponding to a commercial vehicle, the inspection period will be issued as follows:
The first inspection cycle of a vehicle with up to 9 seats for transport business is 24 months from the inspection date and the first cycle is issued on June 12, 2023, so the inspection period issued for the vehicle is: June 11, 2025.
- The production time of the motor vehicle used as the basis for granting the prescribed inspection cycle is calculated by year (like the way to calculate the life span of a motor vehicle).
For example, a motor vehicle with a year of manufacture determined to be in 2023 would:
- By December 31, 2025, it is considered to have been produced for up to (within) 2 years (2025 - 2023 = 02 years).
- From 01/01/2026 is considered to have been produced for over 2 years (2026 - 2023 = 03 years).
