According to the Circular, contractors proactively update information about their capacity and experience according to the regulations on the System and are legally responsible for the accuracy of the information declared on the System. In case the contractor makes the edits on the System, the System will save all information before and after the contractor makes the edits. Information about the contractor's capacity and experience is authenticated by the contractor's digital signature.

Contractors must attach documents and materials to prove the authenticity of their capacity and experience. Attached documents are stored and managed on the System.

In case a contractor makes dishonest declarations in order to gain financial or other benefits or to evade any obligations, it shall be considered fraud according to the provisions of Clause 4, Article 16 of the Law on Bidding.

Regarding the information content on financial reporting data, in case the financial reporting data on the System has been updated from the Electronic Tax System and the National Business Registration Information System, the contractor does not have to declare the financial reporting data. For financial reporting data from 2021 onwards, in case the contractor discovers that the System has not updated the data compared to the Electronic Tax System, the contractor shall amend it to match the data reported to the tax authority, the System will save the modified versions of the contractor's information.

Project information, master plan for contractor selection

Information on the overall contractor selection plan and contractor selection plan is posted by the investor on the System according to the provisions of Point a, Clause 1 and Clause 4, Article 8 of the Law on Bidding and Clause 6, Article 14 of Decree No. 24/2024/ND-CP.

When posting the master plan for contractor selection, the investor shall attach documents as the basis for preparing the master plan for contractor selection as prescribed in Clause 2, Article 14 of Decree No. 24/2024/ND-CP.

For contractor selection plans, basic project information is posted simultaneously with the contractor selection plan.

In case the bid package has an approved estimate After approving the contractor selection plan as prescribed in Clause 2, Article 131 of Decree No. 24/2024/ND-CP, the approved estimate must be posted on the System at least 05 days before the bid closing date.

The investor must attach the decision approving the master plan for contractor selection and the contractor selection plan during the process of posting the master plan for contractor selection and the contractor selection plan.

Contractor selection results

The investor shall post the contractor selection results on the System no later than 05 working days from the date of approval of the contractor selection results.

Attached documents include: Decision approving contractor selection results; E-HSDT evaluation report for online contractor selection (posting the summary evaluation report, not including the scoring sheets of members of the expert team); In case the bid package price in the contractor selection plan is approved for adjustment according to the provisions of Point b, Clause 8, Article 131 of Decree No. 24/2024/ND-CP, the investor must post the decision to adjust the bid package price on the System before the deadline for re-bidding.

For goods procurement packages, detailed information on the winning goods items must be publicly disclosed, including the following contents: List of goods; Code; Brand; Year of manufacture; Origin (country, territory); Manufacturer; Configuration, basic technical features; Unit; Volume; Winning bid price.
