Prime Minister Pham Minh Chinh assessed that the visit is of great significance, taking place ahead of the 70th anniversary of the establishment of diplomatic relations in 2024 and bringing the traditional bilateral friendship to a new, substantive, and effective stage of development.
President Khurelsukh expressed his pleasure to visit Vietnam again in his new position; congratulated the development achievements that the Vietnamese people have made in recent times; emphasized that the Mongolian Government always attaches importance to the traditional friendship between Mongolia and Vietnam, considering Vietnam as Mongolia's leading important cooperation partner in Southeast Asia.

At the meeting, Prime Minister Pham Minh Chinh and Mongolian President Khurelsukh expressed their delight at the substantial developments in bilateral cooperation in recent years, especially in the fields of politics, diplomacy, economics, defense, security, and agriculture. The two sides discussed specific measures to enhance more substantive and effective cooperation in all fields, in line with the strengths and needs of both sides, commensurate with the good political relations between the two countries.

Prime Minister Pham Minh Chinh proposed further promoting the role of the Vietnam-Mongolia Intergovernmental Committee; promoting substantive and effective cooperation between businesses, localities and people of the two countries; promoting bilateral import and export of goods, opening the door for each other's goods; creating conditions for Vietnam's strong agricultural and aquatic products to enter the Mongolian market; setting a target of doubling bilateral trade turnover to 200 million USD in the coming years; strengthening investment promotion activities; expanding cooperation in diversifying raw material supply chains, especially in industries where both sides have strengths; promoting cooperation in the field of strategic minerals; organizing many business connection activities; promoting investment and trade in each country; organizing seminars, fairs, meetings, exchanges and supporting businesses of the two countries.
The Prime Minister welcomed the two sides for opening direct flights and signing an agreement on visa exemption for ordinary passport holders, thereby creating favorable conditions to promote tourism and trade cooperation and enhance people-to-people exchanges between the two countries; continuing to expand cooperation between localities, enhancing the promotion of tourism potential and strengths of both sides, and promoting people-to-people exchanges. Prime Minister Pham Minh Chinh suggested that the two sides continue to discuss and find fundamental solutions to remove difficulties in the field of transportation between the two countries.
Agreeing with Prime Minister Pham Minh Chinh, Mongolian President Khurelsukh affirmed that strengthening comprehensive and extensive cooperation with Vietnam is a top priority in Mongolia's foreign policy in the region, expressing satisfaction with the substantive progress in bilateral cooperation in recent years; wishing to further strengthen and expand cooperation with Vietnam in the fields of politics, defense, security, economy - trade, education, science and technology, transportation, logistics, culture, sports, tourism and people-to-people exchange, as well as at multilateral forums and mechanisms; wishing the two sides to establish a new framework of relations commensurate with the good relations between the two countries on the occasion of the 70th anniversary of the establishment of diplomatic relations in 2024.

In the context of the rapidly evolving, complex and unpredictable global and regional situation, the two sides agreed to continue to cooperate closely and support each other at international and regional forums of mutual concern; share a common vision on ensuring security, safety, freedom of navigation and aviation in the East Sea; maintain a peaceful, stable environment, legal order and resolve maritime disputes by peaceful means, in accordance with international law, including the United Nations Convention on the Law of the Sea (UNCLOS 1982).
